About the Role

The Deputy Program Manager supports the Program Management Office and serves as a key leader in the successful execution of the contract. This position is primarily responsible for overseeing day-to-day operations and facilities maintenance activities while supporting overall contract performance, lifecycle management, and customer satisfaction. The Deputy Program Manager works closely with the Program Manager to ensure operational excellence, regulatory compliance, workforce effectiveness, and mission success.

You’ll Be Doing
  • Lead daily operations and facilities maintenance activities, ensuring services are performed efficiently and in accordance with contract requirements.
  • Serve as the primary operations lead for maintenance and service delivery, overseeing preventive and corrective maintenance programs across multiple facility systems.
  • Assume full responsibility for contract operations and personnel management in the absence of the Program Manager.
  • Ensure maintenance work is completed safely, on schedule, within budget, and in compliance with established performance standards.
  • Monitor contract performance to ensure compliance with company policies, government regulations, and contractual requirements, with a strong focus on safety, quality, and operational excellence.
  • Support the development, tracking, and reporting of key performance indicators (KPIs), service levels, and operational objectives.
  • Lead daily operational meetings, status reviews, and customer engagements, serving as a primary point of contact for operational matters.
  • Coordinate with supervisors, trade leads, and technical staff to prioritize work, allocate resources, and execute maintenance activities effectively.
  • Evaluate operational performance and identify opportunities for process improvements, efficiencies, and corrective actions.
  • Support contract modifications, operational changes, and evolving customer requirements.
  • Assist with budget management, labor planning, material utilization, and cost-control initiatives.
  • Partner with union leadership and workforce representatives to administer Collective Bargaining Agreements (CBAs) and maintain positive labor relations.
  • Provide direct supervision and leadership to personnel, including workforce scheduling, performance management, and daily operational oversight.
  • Ensure compliance with all safety programs, environmental requirements, and regulatory standards.
  • Serve as a critical liaison between the customer, workforce, and company leadership to ensure seamless service delivery and mission accomplishment.
What We’re Looking For
  • Minimum of five (5) years of experience managing facilities maintenance operations, including preventive and corrective maintenance of building systems such as HVAC, electrical, plumbing, and mechanical systems.
  • Background managing contracts of similar size, scope, complexity, and operational requirements, including base operations support, facilities management, or unaccompanied housing programs.
