The mission of the Texas Department of Banking is to ensure Texas has a safe, sound, and competitive financial services system.

General Description

Performs advanced accounting work and may assign, and/or review the work of others for Self-Directed, Semi-Independent agency. Work involves preparing financial analysis, budgets, reconciliations, and reports; establishing, improving, and maintaining accounting systems, procedures, and controls. May review the work of others and provide backup support in the areas of travel, payroll, accounts payable and accounts receivable. Work is performed under the general direction of the Director of Administrative Services with considerable latitude for the use of initiative and independent judgment.

Job Duties
  • Ensures compliance with state laws and regulations pertaining to state accounting and historical document management.
  • Prepares monthly, quarterly, and annual financial analysis, reconciliations, and reports.
  • Prepares and coordinates the planning, development, and submission of the Department’s Annual Financial and Non-Financial Reports in accordance with proper accounting principles and oversight agencies.
  • Prepares and reviews general ledger accounting entries and reconciliation of financial transactions.
  • Manages quarterly allocation and billing to other agencies under the Texas Finance Commission.
  • Reviews and approves accounting vouchers, deposits, and journal entries.
  • Manages annual 1099 verification and distribution in accordance with Texas Comptroller of Public Accounts and IRS deadlines.
  • Acts as the Department’s primary Security Coordinator.
  • Provides technical assistance to other departmental staff performing accounting transactions.
  • Creates and/or revises department policies and procedures.
  • Serves as a backup to department Accountants.
  • Performs other duties as assigned.

Minimum Qualifications Experience and Education Requirements
  • Graduation from an accredited four-year college or university with major course work in accounting, finance, business administration, or related field is required. Each year of related accounting experience may be substituted for education on a year-for-year basis, up to four years.
  • Five years of experience in accounting, financial analysis, and/or budget.
  • Graduation from an accredited four-year college or university with major course work in accounting, finance, business administration, or related field is required. Each year of related accounting experience at a state agency may be substituted for education on a year-for-year basis, up to four years.
  • Six years of experience in financial administration, fiscal accounting, budgeting, and/or reporting at a State of Texas agency.
Preferred Qualification
  • Five years of experience in accounting or financial analysis at State of Texas agency.
  • Experience in CAPPS Financials, HR/Payroll, USAS and State Property Accounting
  • Master’s degree in accounting, Finance, Business Administration or similar from an accredited university.
  • Six years of experience in accounting or financial analysis at State of Texas agency.
  • Five years of experience in CAPPS Financials, HR/Payroll, USAS and State Property Accounting
Special Requirements
  • Position requires minimal overnight travel, up to 5%.
  • Must possess or obtain within 90 days a valid Texas Driver’s license. Satisfactory driving records are required for driving any vehicle to conduct agency business. Final applicants must certify that personally owned vehicles used for agency business have Texas minimum liability coverage and a valid state inspection.
