POSITION SUMMARY
This position is a Front-of-House position that assists the Department Heads and City Manager’s Office in providing top-level customer assistance and administration. This position is responsible for all activities and operations of Front Desk and Customer Services, including but not limited to:
Utility Billing and User Fees/Revenue Collections;
Administration;
Accounts and AR/AP; court, planning & permits; city facilities including pool;
Customer-facing City website, information and calendars; general customer services, as well as other duties assigned.
- Greeting customers and handling their requests and/or complaints.
- Handling all online requests promptly for tree permits, move in or move out, and general inquiries with the online process and system.
- Answering the phone and providing appropriate information.
- Preparing daily reconciliation and weekly deposits for monies collected for utility bills, construction permits, other collections etc. Ensure all checks are scanned timely and cash is prepared for deposit.
- Assisting the City Administrator, Building Official, Court Administrator and Clerk when needed.
- Utility Billing:
Manages, Processes and Administers all operations, activities, and programs of the Utility Billing division. - User Fees and Facilities:
Manages,Processes and Administers all City Facility User Fees and Rentals, including but not limited to:
All City Facility Reservations, Rentals and Permits (Community Center, Parks, Pool, Ball Fields, Special Events, Etc.), Marina Fees and Rentals, Pool Fees, Passes and Rentals - General Customer Service:
Manages, Processes and Administers all aspects of City Hall exceptional customer service.
Represents the City of Morgan’s Point Resort in a professional, appropriate manner at all times;
Greets customers in person and over the phone to answer questions regarding their utility account; answers concerns/questions via telephone, in person or written correspondence; transfers phone calls or directs customers to proper department;
Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with the public and City staff - Permits:
Manages, Processes and Administers Intake, Process and Issue building and other miscellaneous permits, taking payments and understanding the permit process, operating system and the building plan files. - City Website, Calendar, and Alerts:
Manages, Processes and Administers and maintains the customer-facing City’s Website(s);
City’s Calendar(s) (events, fields, facilities, notices, etc.);
City’s Alerts and Notifications program(s) (IE Code Red, Everbridge, etc.) - Performs other related duties and special projects assigned by the Department Heads, City Secretary or City Administrator.
- Generally Accepted Accounting Principles and Generally Accepted Auditing Principles related to municipal budgetary administration and program development.
- Knowledge of accounts payable and accounts receivable, financial report reporting.
- Knowledge of computers and related equipment, hardware and software for development and tracking of accounts payable and receivable, and annual leave Balances.
- Knowledge of cash management practices and principles.
- Knowledge of the preparation, submission and receipt of RFP's.
- Knowledge of municipal audit practices and procedures.
- Skill in developing, implementing and enforcing municipal budgetary regulations, practices and procedures.
- Skill in tracking, monitoring, and reviewing reports of payroll, annual leave, long and short-term disability, worker's compensation, insurance and other ongoing expenditures.
- Skill in monitoring and maintain multiple account.
- Skill in planning, developing and implementing departmental procedures and objectives.
- Understand the needs and challenges of a fast-growing community.
- Ability to serve the public and fellow employees with honest and integrity.
- Knowledge of federal, state and local laws, statues, regulations, codes, and standards relate to the area of responsibility.
