The Land Development Project Manager leads community association planning, establishment, administration, governance, financial coordination, and turnover from acquisition through community closeout. The role serves as the primary liaison among HOA management companies, association boards, Legal, Land Development, Sales & Marketing, Finance, external counsel, consultants, contractors, and jurisdictional agencies. Secondary responsibilities focus on land development activities that directly affect HOA readiness, including community start-up, common-area and amenity coordination, document recording, bond and surety administration, inspections, compliance, and the orderly transition of community assets and obligations.

Key Responsibilities Include:

  • HOA Establishment, Governance, and Compliance
    • Oversee the establishment of each homeowners association and coordinate required formation activities, registrations, initial governance, and compliance documentation.
    • Partner with the Legal Team and outside counsel to prepare, review, record, maintain, and amend Covenants, Conditions, and Restrictions (CC&Rs), bylaws, design guidelines, rules and regulations, easements, disclosures, and other HOA governing or legal documents.
    • Prepare HOA abstracts after execution of a letter of intent, distribute them to appropriate teams, and maintain current information through community closeout or termination of the transaction.
      • Prepare and maintain community addenda and HOA disclosures, as applicable, and coordinate legal review and distribution for operational use.
        • Ensure all applicable properties are properly submitted to the association and advise internal stakeholders when amendments to governing documents may be needed.
      • Coordinate association board formation, developer-controlled board administration, board transitions, and final turnover to homeowner control in accordance with governing documents and applicable requirements.
    • HOA Operations and Management Company Oversight
      • Select, contract with, onboard, and supervise third-party HOA management companies for developer-controlled communities and maintain productive working relationships with management companies for existing associations.
      • Serve as the principal internal point of coordination for HOA matters, aligning management companies, board leadership, the Legal Team, Land Development, Sales & Marketing, Finance, and other business partners.
      • Attend HOA board meetings, owner meetings, and community events when required; track decisions, commitments, follow-up items, and records.
      • Manage Architectural Control Committee requests and coordinate communication between the management company and the board president for developer-controlled associations.
      • Monitor HOA operational issues, owner or resident concerns, and governance matters; communicate complex issues clearly and support timely, professional resolution.
      • Maintain organized and complete electronic files for each association, including governing documents, contracts, meeting records, financial records, correspondence, and turnover materials.
    • HOA Financial Administration and Tracking
      • Review, organize, and maintain HOA financial documents; coordinate budgets, funding needs, assessment obligations, and supporting records with management companies and internal stakeholders.
      • Process HOA assessment invoices and prepare related check requests, cashier’s check requests, wire requests, and vendor setup documentation in accordance with company procedures.
      • Maintain accurate HOA Abstract and HOA Assessment trackers and community folders, and communicate material updates to the Sales and Land Development teams.
