Description
The Senior Construction Representative will be required to provide support services full-time at the Kentucky Lock Area Office located at the Kentucky Lock & Dam (lock side) in Grand Rivers, Kentucky in support of the Kentucky Lock Addition Civil Works Mega Project.
A Typical tour of duty will either be five 8-hour shifts or four 10-hour shifts resulting in a total of approximately 40 hours per week. Shifts may be changed throughout the duration of the contract. Five-day work weeks can range from Monday through Friday, or Tuesday through Saturday. Four-day work weeks will be four consecutive days between Monday through Saturday, ten hours a day.
There may be infrequent occasions when Sunday work is required. Work will predominantly be on night shift; however, there may be some occasions where day shift work is required.
The GOV is targeting 1 July 2026 to begin on-site support services at the Kentucky Lock Area Office. If 1 July 2026 is not feasible, support services will begin no later than 30 days after task order award.
Period of Performance (POP)The period of performance for the basic scope of work is twelve months (12), with eight (8) six-month option periods to extend the period of performance.
Requirements Experience and Skill Requirements- The candidate should be capable of climbing/descending multiple flights of stairs/ladders, at heights, several times per day and should be comfortable with working night shift schedules.
- Field inspections to determine acceptability of workmanship and compliance with plans and specifications.
- Interpretation of plans and specifications and review of as-built drawings.
- Reviewing contractor daily quality control reports for accuracy and deficiencies and performing quality assurance inspections.
- Familiarity with EM 385-1-1 (USACE Safety and Health Requirements Manual) and 29 CFR 1926 OSHA Construction Industry Regulations.
- Specialized experience with heavy civil construction experience, preferably on USACE projects.
- Note any relevant experience and certifications regarding concrete construction operations.
The Senior Construction Representative shall have at minimum the following:
- A minimum of 15 years of experience in the construction industry.
- OSHA 30 Certification
- High School Diploma
- Valid driver’s license
- USACE Resident Management System (RMS) experience
- First Aid/CPR Training
- USACE Construction Quality Management (CQM) Training
- Minimum (15+) years of required experience, preferably in heavy civil construction.
- Documented proficiency in inputting Daily Quality Assurance Reports (QAR) utilizing programs such as the USACE Resident Management System (RMS).
- Proof of active certifications, such as USACE Construction Quality Management for Contractors (CQM-C).
- Relevant projects completed within the last fifteen (15) years that demonstrate experience in heavy civil, mass concrete, marine construction, or similar complex construction projects. Eexperience performing Quality Assurance activities, reviewing contractor quality control documentation, administering or overseeing the Three-Phase Control System, evaluating contractor means and methods, and advising on alternative construction approaches for complex construction projects.
- Inspect on-going construction through on-site visits and review of construction contractor’s completed reports, test results, etc.
- Independently inspect a variety of complex civil construction activities demanding specialized knowledge and technical expertise.
- Assure construction contractor’s work complies with the accepted construction schedule, the awarded construction plans and specifications, applicable safety regulations, and other applicable contract documents.
