Construction Support Manager

This position reports to the OSG Manager of Construction and works to effectively manage projects for the Operations Support Group. This person works with Inspectors, Construction Managers, Contractors, Engineering Management, Project Managers, Project Teams, Operations and Maintenance departments to monitor projects and ensure adherence to the approved schedules, scopes of work, safety, and quality requirements. They provide Construction Management including Quality Assurance and Quality Control for the inspection of their assigned projects.

• Meet regularly with Kinder Morgan Project management to provide status updates and recommendations.
• Mentor and assist contract construction managers and inspection staff to Kinder Morgan Construction standards, required documentation, EHS procedures along with assigned project business units O&M’s.
• Identify shortcomings of inspection staff and train accordingly.
• Schedule and manage inspection activities and personnel.
• Manage conflict and expectations of personnel.
• Create and implement Inspection Test Plans (ITP) and audit inspectors and construction managers to the ITP’s.
• Create and implement project QA program including vendor surveillance.
• Assist management in the direction of construction projects, including scheduling, quality and safety of projects.
• Assist in preparing bid packages, including scope of work, budget forecasting, risk analysis, contractor needs, qualifications, etc.
• Assist in monitoring projects on an ongoing basis to ensure project is completed according to schedule and within budget.
• Ensure all project documentation is obtained and accurate prior to project close out.
• Work with Project Managers and business development teams to develop execution plans and estimates for inspection.
• Monitor and be accountable for project inspection forecast.
• Provide technical assistance in monitoring inspection and repair activities, including construction, non-destructive examination, welding and coatings.
• Frequent project work sites to evaluate progress, safety and quality.
• Manage Project Quality Reporting process for assigned projects.
• Embrace and champion Kinder Morgan’s Core Principles and SQE Program.
• Perform other duties as required or assigned.

• High school diploma or GED minimum with Construction Management Experience. Welding experience is preferred.

• Minimum 15 years of experience in construction, management, design and operation of facilities associated with hazardous liquid terminals, truck loading terminals, and related pump, storage, and pipeline metering facilities.
• Experience dealing with multi-discipline teams and contractors in various locations on complex projects with critical and aggressive schedules.
• Must have technical abilities reading construction plans, Isometric drawings and P&’s.
• Familiarity with PHMSA requirements, Nace, ASME and API specifications, standards, and recommended practices as they relate to liquid storage facilities and pipelines.
• Experience with welding processes and inspection.
• Experience with NDE and knowledge of different processes.

• Must possess an API and/or AWS Certification.
• Must possess and maintain a valid motor vehicle operator's license and a driving record satisfactory to the company and its insurers.
• Must obtain and/or meet all requirements to enter foreign trade zones; such as background checks by both the U.S. Coast Guard and the Department of Homeland Security, i.e. obtain and maintain a Transportation Workers Identification Card (TWIC).
