Senior Analyst:Combat Assessment Program Lead
Patch Plus seeks an experienced targeting and combat assessment professional to serve as the Senior Analyst Specialist II and Combat Assessment Program Lead in support of the Joint Targeting School (JTS), a Joint Chiefs of Staff (JCS) J7 schoolhouse at Dam Neck Annex, NAS Oceana, Virginia Beach, VA. JTS delivers operational-level targeting training to Service, Interagency, and Allied personnel worldwide.
The CA Program Lead carries day-to-day programmatic ownership of the JTS Combat Assessment Program. JTS annually trains 280–300 new CA students at Dam Neck Naval Annex, with another 200 trained across 4 JTS-accredited subordinate programs. This position develops, standardizes, and distributes CA courseware and testing question files; maintains standardization instructor criteria and the JTS CA Registry; coordinates and executes CCMD and Service program audits and accreditations;
and participates as a member of the JTS instructional cadre for face-to-face and distance delivery. Graduate of the DOD CA Course is required.

- Provide day-to-day oversight of the JTS CA Program; develop, standardize, and distribute CA courseware and testing question files
- Coordinate with the CA Program Manager on developing broad aspects of the JTS CA Course, subordinate school accreditation, and long-term milestones
- Maintain standardization instructor criteria; assist the Joint Staff with CA standardization instructors; maintain the JTS CA Registry
- Coordinate and execute bi-annual CCMD and Service CA program audits and accreditations; deliver Audit and Accreditation Final Reports; maintain master list of accredited CA programs
- Coordinate and synchronize training efforts between JTS and CA programs; provide training guidance and solicit feedback from subordinate CA programs
- Develop studies, position papers, and fact sheets for the purpose of clarifying issues and determining recommendations as directed by the JTS Director or Joint Staff
- Attend CA-related conferences, working groups, and meetings as required by the JTS Director
- Participate as a member of the JTS instructional cadre; deliver CA instruction through face-to-face and distance delivery as directed
- Maintain a professional image and adhere to JTS standards of professional conduct at all times
- TOP SECRET/SCI security clearance with NACLAC in-scope within the last 5 years
- 7 years’ war fighting operational experience
- REQUIRED:
Graduate of the DOD CA Course - Demonstrated success in three (3) or more of the following areas:
- Expert knowledge of combat assessment methodology, precedent, procedures, and regulations issued by the DOD, JS, and the JS J7
- Comprehensive knowledge of employment of military forces in the joint environment; in-depth understanding of the Joint Targeting Cycle
- Familiarity with the Targeting community and key participants in Joint Targeting and Joint Planning Process
