Job Description
- Prepare Clean Air permits, including minor source, Title V, PSD, and major nonattainment permits.
- Ensure permits align with SIP-approved rules, EPA regulations, policies, and relevant statutes.
- Review permits proposed by state and local agencies for regulatory and policy compliance, including applicability determinations, potential-to-emit calculations, monitoring requirements, and control technologies.
- Draft and assess control technology evaluations, including BACT and LAER analyses.
- Review draft regulations to confirm consistency with EPA requirements.
- Research alternative compliance approaches by comparing similar state rules and EPA regulatory requirements.
- Mentor and guide junior staff members.
- Manage multiple projects and small project teams at the same time.
- Communicate effectively with clients and internal stakeholders.
- Prepare clear, detailed technical reports and documents.
- B.S. or M.S. in Engineering, preferably Civil, Mechanical, Chemical, or Environmental Engineering.
- Strong understanding of Clean Air Act requirements and permitting regulations.
- Minimum 5 years of experience applying Clean Air Act regulations, including drafting or reviewing permits and permit applications.
- Proficiency in Microsoft Excel and Word.
- Strong written and verbal communication skills, with the ability to present findings clearly to different stakeholders.
- Excellent time management skills, with the ability to handle multiple projects, meet tight deadlines, and deliver high-quality client-ready work.
