SALARY RANGE: $60,000 to $90,000

SUMMARY

The Finance Officer assists in the planning, organizing, and directing of the finance department’s daily processing operations including payroll, purchasing, accounts payable, personal loan program, cash receipt accounting, and billing and collections.

QUALIFICATIONS
  • Associates degree in accounting, business administration, finance or related field required;
    Bachelor's degree in business administration, accounting or finance or related field preferred.
  • Five (5) years of prior experience in accounting, finance or related field required.
  • Three (3) to five (5) years experience in a supervisory capacity required.
  • Capable of maintaining fiscally accurate and easily accessible records.
  • Strong PC skills in a Windows environment including Word, and spreadsheet applications.
  • Knowledge of computer based accounting systems, including payroll, fund accounting, and general ledgers.
  • Able to perform advanced-level accounting duties including determining appropriate accounting for non-recurring transactions.
  • Able to manage effectively through planning, budgeting, organizing, staffing, monitoring and problem solving to support achievement of department strategic and operation goals.
  • Strong written and oral communication skills.
  • Able to handle multiple projects and meet multiple processing deadlines concurrently.
  • Able to be creative in problem-solving situations.
  • Able to provide customer service frequently.
  • Must have current driver’s license, reliable personal transportation, proof of current insurance coverage, and insurability under the Band’s Auto Insurance Policy.
DUTIES AND RESPONSIBILITIES
  • Supervises the day-to-day activities staff including A/R, Payroll and File Clerk.
  • Reviews weekly payroll and payroll taxes processing for propriety.
  • Reviews loan processing and ensures propriety of loan program.
  • Responsible for the oversight of year-end payroll tax reporting and W-2 preparations.
  • Ensures that Miscellaneous 1099 forms are properly prepared.
  • Monitors and supervises the accumulation of costs and records in appropriate journals, ledgers and accounts.
  • Review work papers of staff for accuracy and completeness.
  • Acts as the main contact for the system upkeep.
  • Troubleshoots the general ledger software and implements monthly maintenance of systems.
  • Provides backup assistance when needed to other OMB functions.
  • Assist with yearly audit.
  • Process all year end reports and tax reports (W-2 and 1099’s)
  • Process all quarterly tax returns.
  • Back up and train all employees in OMB, understand and able to perform each job in OMB as needed.
  • Other duties as assigned.
WORKING CONDITIONS
  • Nature of work is such that incumbent experiences frequent periods of modest stress levels due to workload.
  • Telework is possible with the Commissioner of Finance approval for scheduled days per week.
  • Work is almost exclusively in doors in a controlled climate area.
  • Little threat of personal danger or risk.
  • Hours are typically 8-5, but extra hours may be necessary to meet processing deadlines. May involve some evening or weekend work.
  • Local travel is minimal, travel outside the state is very limited.
