WORK OBJECTIVE:
Serves as the Chief Financial Officer of the City and is responsible for the administration of the Finance Department which includes payroll, accounts payable, investments and budget development. Ensures that City funds are invested in safe, insured instruments, and that the various contracts in which the City is engaged are properly administered. Position is primarily focused on directing, coaching, developing, and evaluating other people.
Position requires extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop and implement policies and procedures as well as determining efficient and innovative ways to accomplish the City’s business strategies.
ESSENTIAL FUNCTIONS:

- Directs and oversees fiscal activities for the City’s overall financial management and planning in an automated systems environment
- Serves as the Investment Manager and is responsible for ensuring that City funds are invested in safe, insured instruments and that the various contracts in which the City is engaged are properly administered
- Directs and oversees budget functions in development, submission, and administration of approved operating and capital budgets
- Serves as a member of the Collective Bargaining Team; provides insight into costs of proposals, salaries and benefits, and includes negotiation and administration of group health, dental and vision insurance programs
- Ensures that the requirements of the City’s Retirement Program are met and that individuals within the City seeking retirement understand and are assisted with the specifics of the Retirement Program
- Serves as the point of contact for all liability and general insurance administration claims and processing including administration of worker’s compensation coverage, lawsuits or claims; provides supporting documentation as requested
- Maintains insurance on the City’s vehicle fleet and various City properties; ensures the accuracy of assigned vehicle values and inventory of insured vehicles
- Ensures that financial management, planning, and forecasting activities are in compliance with City policies and procedures and regulatory standards governing the work
- Directs managers in the analyses and preparation of various complex reports, presentations, charts, graphs and statistics for performance measurement, regulatory and audit compliance, and response to City officials, senior management and citizen requests
- Develops and implements new strategies and necessary changes for the purpose of improving operational efficiencies and overall effectiveness
- Attends all City Council meetings and makes presentations as needed
- Chairs or serves on various boards/committees as directed
- Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems
- Assesses and monitors workload; identifies opportunities for improvement and implements changes
- Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures
- Oversees and participates in the development and administration of various budgets; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary
