Job Overview

The Program Controller serves as the financial steward for the recruitment marketing program, ensuring fiscal accountability, contractual compliance, and transparency across all program expenditures. This role provides oversight of labor costs, subcontractor expenses, Other Direct Costs (ODCs), paid media budgets, travel, and funding allocations to ensure all spending remains aligned with approved budgets and contract requirements.

Working closely with the Marketing Program Manager, Program Director, corporate finance teams, and government stakeholders, the Program Controller monitors burn rates, forecasts funding utilization, validates expenditures, and maintains accurate financial reporting. This position plays a critical role in helping program leadership make informed financial decisions, prevent budget overruns, and maintain compliance with federal contracting and audit requirements. This position will support a Federal Government customer in Washington, DC.

Responsibilities

The Program Controller provides financial oversight and budget management support for all recruitment marketing program activities. This role is responsible for tracking expenditures, monitoring funding utilization, maintaining financial compliance, and ensuring all program costs are accurately managed and reported. Working closely with program leadership, project managers, subcontractors, and government stakeholders, the Program Controller delivers proactive financial analysis, forecasting, and reporting to support informed decision-making, prevent budget overruns, and maintain full accountability for program funds.

  • Maintain and manage the program budget tracker across all cost categories, including direct labor, subcontractor costs, ODCs, paid media spend, and travel.
  • Track program expenditures against approved funding pools and reconcilespendto ensure budget accuracy and compliance.
  • Monitor paid media budgetutilizationand provide regular reporting on funding drawdowns, remaining balances, and spending trends.
  • Review,validate, and process subcontractor invoices for accuracy, scope alignment, and contractual compliance.
  • Coordinate multi-quote procurement processes for ODC purchases and ensure all required documentation ismaintainedfor approvals and audits.
  • Track and reconcile ODC expenditures against approved requests, confirming that all spending receives appropriate authorization before commitment.
  • Prepare monthly, quarterly, and ad hoc financial reports, including budget status updates, burn-rate analyses, and funding forecasts.
  • Support invoicing activities andmaintaincost documentation required under contract terms and reporting requirements.
  • Partner with Project Managers and Campaign Managers tomonitorcampaign budgets andidentifypotential funding risks.
  • Provide financial data, historical spending analysis, and cost estimates to support contract modifications and funding requests.
  • Manage travel authorization and reimbursement tracking in accordance with contract requirements.
  • Identify potential budget overruns, funding shortfalls, and scope-creep risks, and elevate concerns to program leadership.
  • Maintain organized financial records and supporting documentation tofacilitateinternal reviews, client reporting, and government audits.
Requirements
  • Minimum offive years(5) yearsof experience in financial control, budget management, contract finance, or program accounting.
  • Ability to work on-site in the Washington, DC metropolitan area up to five days per week, with telework permitted when authorized by the Government.
  • Experience managing budgets and financial reporting within government, federal contracting, or large enterprise service environments.
  • Strong knowledge of budget forecasting, cost tracking, invoice validation, and financial reconciliation processes.
  • Advancedproficiencywith Microsoft Excel and financial reporting tools.
  • Experience supporting subcontractor management, ODC tracking, or procurement-related financial activities.
  • Strong attention to detail and ability to work within structured approval and compliance frameworks.
  • Excellent organizational, analytical, and problem-solving skills.
  • Ability to communicate financial information clearly to both technical and non-technical stakeholders.
