Main Purpose of Job

The incumbent is responsible for examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles in order to modify and maintain agency accounting systems. The incumbent will prepare financial reports or statements and give fiscal advice to management. The incumbent will directly supervise Fiscal Accounts Clerk Supervisors. The incumbent will be the second-line supervisor to Fiscal Accounts Clerks, contractual, and temporary personnel.

POSITION

DUTIES

Account Payable: Responsible for the overall management of the Accounts Payable Operations. This will include the processing of all invoices, creating and approving Journal Entries, and preparing financial reports under current policy. Additionally, this will involve participating internal and external audits and preparing appropriate responses on behalf of the Division.

Payroll: Responsible for all the overall management of the Payroll Unit Operations. This will include reviewing, analyzing, and correcting any pay issues that may arise. This will involve taking pro-active measures to identify issues before they occur and reactive measures to quickly resolve issues as they occur. Ensures the reconciliation of each bi-weekly pay period is completed.

Administration: Responsible for the supervision of the Accounts Payable and Payroll unit documents concerning employee performance and retention. This will involve reviewing the efficiency of the unit and develop, revise and recommend new policies and/or Standard Operating Procedures (SOP). Prepare employee evaluations. Document employee performance and review/amend job specifications, as needed. This will also involve ensuring personnel receive appropriate training and professional development activities.

Review, and update, the Division's filing system and records retention.

Serve as a back-up for the Fiscal Services Admin II.

Responsible for orientation and training of Lead clerks and support staff to become knowledgeable of office policy and procedural changes.

Interview applicants for various positions and make recommendations for hiring. Work closely with the Director and Deputy Director.

Perform other duties as assigned by superiors.

MINIMUM QUALIFICATIONS

Education:

Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

Four years of administrative staff or professional work.

Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications. It is important that you include clear and specific information on your application regarding your qualifications.

1. Two years’ experience performing payroll, timekeeping, financial, or compliance audits, including reviewing records for accuracy and compliance with established policies and procedures.

2. One year of experience working with Financial Management Information Systems (FMIS), including ADPICS, R
* STARS, and SPS, with particular proficiency in Workday.

3. Experience in supervisory or lead role.

4. Proficiency in Microsoft Office applications, particularly Microsoft Excel, as well as Google Workspace applications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
