* * The North Carolina Department of Revenue (NCDOR) is currently hiring for a Director Personal Tax.
The primary purpose of the Personal Tax Division is to support the mission and vision of the Department of Revenue by interpreting and administering tax law regarding personal tax, withholding, partnership, and estates & trust tax schedules in an equitable and efficient manner. Also, to educate customers about relevant laws, and provide technical direction in the formulation of administrative tax policy and procedures, including providing assistance in the resolution of complex tax issues.
The Division also plans and develops strategies for implementing changes in legislation, offers suggestions to amend existing tax laws, critiques pending legislation, represents the Department at legislative committees upon request, and attends various association functions, such as SEATA, FTA, and MTC on behalf of the Department.
The primary purpose of this position is to research and answer technical, highly complex and controversial tax inquiries raised by departmental staff, attorneys, accountants and taxpayers through oral responses or written technical advice memos, letter rulings and informal conferences in the administration of corporate income, franchise and gross premium taxes.
This position attempts to resolve protested tax assessments at the administrative level. In the event cases are not resolved at the Division level, the administrative officer provides support to the Attorney General when a case advances to the Office of Administrative Hearings (“OAH”) or the court system.
In addition, this position serves as the Division’s subject matter expert on personal tax issues, requiring regular interaction with the Department of Commerce, NCACPA, local government officials and business taxpayers. The position may represent the DOR in administrative tax hearings and may testify on behalf of the Agency at Superior Court proceedings at the request of the Attorney General's office. Position is also responsible for developing applicable tax forms aligning with tax laws on an annual basis.
Some overnight stay is required. Less than 10 per year to include: conferences, presenting to applicable Tax Associations, and annual updates to DOR employees.
