The Finance Director leads the County’s Finance Department and reports to the Assistant County Administrator. Performs difficult, senior-level financial work and provides leadership, oversight, and management of accounting processes and policies, payroll, procurement, financial analysis and reporting and budget. Performs, evaluates, and communicates complex financial and analytical research. Plans, directs, and organizes the operations of Finance Department teams who manage accounts payable, budget, procurement, and payroll.

Ensures integrity of the County’s financial system.

• Plans, develops, implements, and evaluates fiscal policy
• Provides advice and consultation to County Administration and department heads on fiscal matters
• Advises the Board of Supervisors on financial matters of the county through various means including frequently attending and presenting at Board of Supervisors meetings
• Leads the development of the Finance team’s departmental goals, objectives, and systems along with development of the departmental budget
• Supervise and monitor the County’s accounting processes and financial transactions, including, but not limited to, accounts payable, payroll, procurement, budgeting, billing and collections, and fixed assets
• Serve as the primary point-of-contact for coordinating the work of the County’s external auditors and State and Federal authorities in their analysis of the County’s finances, financial management system, and in the preparation of the Annual Comprehensive Financial Report (ACFR) and annual report to the Auditor of Public Accounts (APA) of the Commonwealth of Virginia
• Prepare audit deliverables, including various work papers, the Letter of Transmittal, Management’s Discussion and Analysis, Schedule of Expenditures of Federal Awards (SEFA), and the Statistical Section of the Annual Comprehensive Financial Report (ACFR)
• Prepare quarterly and other periodic financial analyses and reports to provide accurate and timely financial information to the public, the Board of Supervisors, County management and staff, and other interested organizations, including bond rating agencies
• Prepare periodic forecasts of revenues, expenditures, and changes in fund balance to ensure compliance with the adopted budget and to assist in decision-making by County management and the Board of Supervisors
• Configure, monitor, and evaluate the County’s internal control environment for compliance with established regulations and guidelines and make recommendations for improvement or modification
• Configure accounting systems to ensure accurate and timely billing, payments, and reporting; implement improved automation to maximize productivity, quality, and efficiency
• Perform various accounting functions, including, but not limited to, maintaining the general ledger, performing monthly and annual closing activities, preparing various reports and spreadsheets, performing account reconciliations, verifying monthly revenue and expense activity, and preparing journal entries, as needed
