Organization OverviewThe State Preservation Board (SPB) was established for the purpose of preserving, maintaining, and restoring the State Capitol and the 1857 General Land Office, which houses the Capitol Visitors Center. Since that time, Agency operations have expanded to include care of the Governor’s Mansion, operating the Bullock Texas State History Museum, Texas State Cemetery, Capitol Mall and three Capitol Complex legislative office buildings.

Position SummaryThe Budget Analyst reports directly to the Director of Finance and performs advanced budget preparation and analysis work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Provides agency-wide budget support, analysis, monitoring, and reporting to ensure the agency’s financial resources are planned, allocated, and managed in accordance with legislative appropriations, state laws, Comptroller requirements, and agency policies.
This position serves as a key resource to the Finance Division and agency program areas regarding budget development, expenditure management, funding requirements, and budget-related reporting. The position works closely with the Chief Financial Officer (CFO), Finance Division leadership, program managers, and agency management and assists with the development and submission of budget information to the Legislative Budget Board (LBB), Governor’s Office, and other oversight entities.

Job Duties

- Develops, monitors, and analyzes the agency’s operating budget and provides recommendations to management regarding available funding and budgetary needs.
- Assists with the development, preparation, and submission of the agency’s Legislative Appropriations Request (LAR) and supporting budget schedules, narratives, exceptional item requests, and related documentation.
- Analyzes historical expenditures, projected expenditures, revenue, appropriations, transfers, and other financial information to identify trends, variances, funding requirements, and potential budget risks.
- Monitors budget-to-actual activity and prepares periodic budget reports for the CFO, executive management, program managers, and other stakeholders.
- Reviews expenditures, purchase orders, encumbrances, contracts, payroll impacts, and other financial commitments for budgetary impact and compliance with appropriations.
