As part of Prosper Global’s ongoing engagement with ECHO, we will undergo an Ex-Ante Assessment for the recertification of Prosper Global Netherlands as a direct recipient of ECHO funding. The successful completion of this assessment is a key prerequisite to securing Prosper Global Netherlands’ eligibility for ECHO funding for the period .

The main purpose of this consultancy will be to provide support to the finance expenditure sampling of ECHO projects which forms part of the Ex-Ante Assessment by external auditors. The consultant will review the sample, separate it by entity/country/ organisation, issue clear communications requesting sample documentation with timelines for internal and subgrantee documentation, and review all provided documentation to ‘pre-audit’ it and ensure it meets the audit requirements.

Where documentation is incomplete or unclear, the consultant will request further clarity and supporting documentation. The consultant will prepare clear cover notes explaining each expenditure item sampled to facilitate easy cross-checking by the external auditors and upload these to the auditor portal for review. Following the audit fieldwork, the consultant will follow up on any clarifications required.

• Issue clear communications requesting sample documentation with timelines for internal and subgrantee documentation.
• Review all provided documentation to ‘pre-audit’ it and ensure it meets the audit requirements.
• Request further clarity and supporting documentation where items are missing.
• Prepare cover notes explaining each expenditure item sampled to facilitate easy cross-checking by the external auditors and upload complete documentation packs to the auditor portal.
• Follow up on any clarifications required after the auditor review of documentation during fieldwork.

The Consultant will:

• Familiarise themselves with ECHO rules and requirements and the awards and transaction lists being sampled.
• Prepare samples by entity and communicate directly with each relevant stakeholder.
• Review documentation provided and follow up on any missing or unclear documentation.
• Prepare clear documentation packs with cover notes for auditor review and upload these to the auditor portal.
• Follow up on any outstanding items post-review.
• Assist with other direct finance tasks as required.

The Consultant will:
