** About the Opportunity
** The Federal Reserve Bank of Richmond is seeking an experienced payments professional to join the Dedicated Supervisory Team (DST) responsible for the consolidated supervision of Capital One Financial Corporation, with a specific focus on Capital One's global payment network businesses (Discover, PULSE, and Diners Club International).  This is a unique opportunity to bring deep, practitioner-level knowledge of the credit and debit card industry into a supervisory role with direct influence on the safety and soundness of an important payment network serving millions of Americans and people from around the world.

The successful candidate will be an integral part of the DST, reporting to the
** Deputy Central Point of Contact (DCPC)
** for Capital One and will work closely with the Central Point of Contact (CPC), fellow examiners, and interdisciplinary subject matter experts across the Federal Reserve System.  
** What You Will Do
*** Lead or participate in examinations assessing the effectiveness of the payment network's risk management framework and internal controls, ensuring safe and sound operations and compliance with applicable laws and regulations.
* Conduct ongoing monitoring of board and senior management committee packages, MIS, and other reporting to understand and evaluate the business lines and identify risks associated with the business lines activities
* Lead external meetings with the supervised firm’s senior management to discuss and evaluate risks and trends affecting the payment network and share conclusions.
* Work both independently and collaboratively within the DST to plan, execute, and report on supervisory activities related to the payment network.
* Monitor, evaluate, and document the remediation status of any applicable enforcement actions and supervisory findings related to the payment network, escalating issues to the DCPC/CPC and broader supervisory team as warranted.
* Identify, assess, and communicate both known and emerging risks and trends affecting Capital One and the broader payments ecosystem, including network competitors, participants, and infrastructure.
* Demonstrate well-reasoned judgement in decision making and clearly communicate conclusions to senior management of the supervised firm and internal stakeholders. This includes preparing presentations for Reserve Bank management on examination conclusions, supervisory issues, emerging risks, or specific topics of interest.
* Build and maintain effective working relationships with key stakeholders, including Capital One management, DST colleagues, System partners, and other domestic and international regulatory agencies as appropriate.
