The Office of the Attorney General, Department of Child Support Services is seeking to fill a Human Services Program Compliance Analyst position to serve in the Contract Monitoring Section. The Contract Monitoring Section, monitors the performance of County Attorney offices and other contractors participating in the Commonwealth’s Title IV D Child Support Program for accuracy, promptness, and compliance with federal andstate laws, regulations, policies, and procedures.
Examplesof Duties or Responsibilities:
- Reviews and analyzes a statistically valid sample of TitleIV D child support cases to evaluate accuracy,timeliness, and compliance with federal and state program requirements.
- Monitors County Attorney IV D contracts and other service provider activities to verify adherence tofunding formulas, performance measures, and contractual obligations.
- Explains review procedures and documentation requirements to County Attorneys and office staff;coordinates review schedules and site visits.
- Examines case documentation for completeness, accuracy, and compliance; prepares written monitoring reports summarizing findings and recommending corrective action where deficiencies are identified.
- Works collaboratively with professional and management staff to resolve compliance issues and to implement corrective and preventive measures.
- Provides training and technical guidance to local offices and contract agencies regarding updates inpolicy, documentation standards, and reporting expectations.
- Responds to inquiries from contractors and agency staff concerning compliance interpretations, reporting requirements, and procedural standards.
- Maintains accurate records of monitoring activities, findings, and resolutions.
- Performs data validation, quality control, and compliance tracking to support federal reporting and audit readiness.
Qualifications and Skills:
- Experience in contract administration, program monitoring, or compliance analysis within a human servicesor child support enforcement (Title IV
D) environment. - Working knowledge of federal child support regulations (45 CFR Parts 301–310).
- Strong analytical, organizational, and communication skills, including proficiency in Microsoft Excel,Word, and data management systems.
- Ability to interpret complex statutes, contracts, and policy guidance accurately.
EDUCATION: Graduate of a college or university with a bachelor's degree.

SKILLS:
Two years of professional experience in providing or administering health services, social services and/or unemployment services.
