Represent MEA in written testimony, comments and at public hearings an in public proceedings and rule makings.
- Aid in hiring and managing expert testifying and non-testifying witnesses and consultants to assist in rate cases and other regulatory dockets.
- Coordinate regulatory strategy with MEA legal and litigation team.
- Docket planning, design, and analysis.
- Engage with national and local stakeholders or consultants to develop MEA policy positions on a variety of policy matters, especially regulatory and legislative proceedings related to electric and gas system distribution.
- Track and engage policy initiatives, including working groups and task forces created by the legislature on behalf of the agency.
- Assist with other MEA staff, initiatives, and tasks as necessary.
This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.
Additional InformationA hybrid remote telework and in-office schedule is available per the policies of the Maryland Energy Administration and State of Maryland, which may change from time to time. Currently, this position requires the candidate to be present in the office several days per week. In addition, the individual must be available in person other times as needed to perform certain job functions.
This position follows a hybrid work schedule, with mandatory in-office attendance at the Maryland Energy Administration (MEA) office in Baltimore, MD every Tuesday and Wednesday.
Education:
A Juris Doctor degree from an accredited school of law or a Master's Degree from an accredited college or university in energy policy, economics, public policy, or related field
Experience:
Three (3) years of experience working on energy or related policy matters. AND Three years of analytical expertise and experience in demonstrating an understanding of regulatory analysis.
- Demonstrated experience with utility rate case litigation, writing and communicating policy positions and/or developing energy regulatory comments.
- Expertise in particular energy subject matter, such as electric utility distribution, electrification, grid modernization, gas markets, renewable energy, transmissions, etc.
- Past regulatory experience.
- Experience and comfort meeting and interacting with regulatory officials including formal testimony and informal advocacy.
- Proficiency in time management, organization skills, and deadline adherence.
- Ability to effectively collaborate with internal/external stakeholders.
Excellent speaking, presentation, writing, and analytical skills.
