GENERAL SUMMARY

Under general supervision, coordinates the development and implementation of the Emergency Management plans, education, and training activities for Cooper Green Mercy Health’s emergency preparedness and coordinated responses to disasters and other emergencies. To be responsible for development of routine drills and to have oversight during an actual emergency when emergency management services are required. Proficient understanding of CMS, JCAHO, FEMA and other federal/state regulatory requirements related to preparedness and safety in an ambulatory environment;

good knowledge of the network of emergency service providers and availability of local services; good knowledge of the principals and practices of public administration as they pertain to emergency planning; good knowledge of training techniques and procedures. Author plans to comply with regulatory requirements (e.g. Emergency Operations Plans, Communications Plans, Hazardous Material Mitigation Plans, CDC required plans, and life safety plans), train on the plans, exercise the plans, evaluate the plans with exercises and drills, and evaluate/modify plans based on after action findings.

KEY
RESPONSIBILITIES

To oversee the development and execution of the emergency preparedness education and training activities for Cooper Green Mercy Health Services Authority and to ensure that all accrediting bodies’ requirements are fulfilled.

Coordinates the emergency preparedness and coordinated response plans with state agencies, municipalities, public safety agencies, regional mutual aid forces, and volunteer service agencies in the planning, response, recovery, and mitigation of emergencies and disasters.

Identifies, reviews, and implements modifications to response plans, policies, and procedures in the preparation of a comprehensive response to a broad array of natural and manmade disasters and emergency situations affecting operations

Conducts assessments and reviews related to emergency management and life safety compliance regulations to ensure policies and procedures are satisfied. Keeps current on accrediting bodies, OSHA, and CMS codes and regulations and maintains all policies and procedures for emergency preparedness Cooper Green Health Services Authority.

Provides quarterly and annual safety reports and presents the information to executive leadership

Represents Cooper Green on regional emergency planning and response committees and forums; prepares reports related to current and long-range emergency preparedness issues.

Communicates and coordinates emergency procedures; maintains personnel and emergency resource materials information; coordinates operational drills in preparation for emergency situations; responds to emergencies and coordinates resources according to plans.

Serves as liaison between the Cooper Green and outside agencies, and provides assistance to other agencies, businesses and organizations with planning and training activities.

Coordinates and evaluates damage assessments; develops disaster recovery funding requests and support documentation

Conducts training for staff. Conducts departmental training for maintenance staff, safety staff and clinic staff. Maintains records and policies to ensure codes remain current and effective.

Leads, attends and participates in appropriate committees (i.e. Safety Committee Meeting) as they relate to safety; presenting educational material and policy updates to the committees.

Collaborates with the Manager of Facilities on life safety findings and collaboratively develops a plan to mitigate.

Participates in Environmental Care (RISK) rounds and meets all required documentation deadlines defined in the process

Monitors trends, threats, and emerging risks; proposes proactive risk mitigation strategies to executive leadership.
