The City of Richmond has operated under a General law of government from 1913 until 2013, when, after a charter election was held, the citizens elected to become a Home-Rule city. The City operates under a Commission-Manager form of government. The Commission, vested with policy-making and legislative authority, is comprised of a Mayor and four Commission members. The Mayor and Commission members are all elected at large for staggered three-year terms, with no term limits.

The City Commission is responsible, among other things, for passing ordinances, adopting the budget, and hiring the City's Manager, City Attorney, and Municipal Judge.

The City provides a full range of municipal services: public safety (police and fire protection), public improvements, streets and highways, water and wastewater, sanitation, repair and maintenance of infrastructure, recreation, and general administrative services. The City has a Fiscal Year (FY) 2026 overall operating budget of $ 58,602,520 and has funding for 188.4 FTEs.

Job Summary

The Finance Director is a key member of the City's Management team. The primary responsibilities of this position are to provide timely and accurate analysis of budgets, financial trends, and forecasting and budget modeling to support strategic decision-making. This position will oversee the day-to-day operations for planning, implementing, managing, and controlling all fiscal activities for the City, including but not limited to debt, treasury management, purchasing, financial planning, and revenue collections.

While ensuring legal and regulatory compliance for all accounting and financial reporting functions. In addition, this position will provide direct supervision of staff within the Finance Department.

MINIMUM QUALIFICATIONS

Formal

Education:

Bachelor's degree in Accounting, Finance, Business Administration or Public Administration. Advanced degree desirable.

A Master's Degree in Accounting, Finance, Public Administration, Business, or a related field and/or CPA is preferred.

Formal

Education:

Five (5) to ten (10) years of relevant experience in progressively responsible financial leadership roles.

Prior budgeting experience in a municipality is required. Prior auditing and payroll management experience is helpful. Must be PC literate.

Experience working with Incode software is highly desirable.

Training (License and/or Certification):

Texas Class C driver's license.
