The Deputy Legislative Director supports the City Council President's legislative and policy agenda through research, policy analysis, bill drafting, legislative coordination, legislative oversight, and stakeholder engagement. The position works closely with Council staff, City agencies, the Mayor’s Office of Government Relations, and community partners to advance legislative priorities, conduct legislative oversight, oversee special initiatives, and ensure efficient City Council operations.
ESSENTIAL FUNCTIONS- Conducts legislative research and policy analysis.
- Drafts and advances legislative proposals.
- Analyzes all legislation introduced in the City Council.
- Monitors legislation as it proceeds through the City Council.
- Prepares legislative briefings and reports.
- Coordinates with Council staff, agencies, and external stakeholders.
- Supports legislative and oversight hearings.
- Leads special projects and legislative oversight initiatives.
- Oversees preparation of agendas and meeting materials for City Council meetings.
- Performs other duties as assigned.
Education:
A bachelor’s degree in business administration, Public Administration, Management, or a related field from an accredited college or university AND
Experience:
At least six (6) years of experience in legislative affairs, public policy, government relations, public administration, community organizing, strategic research, teaching, social work, or related fields, including at least two (2) years specifically in legislative affairs, public policy, government relations, or public administration. OR Equivalency Notes:
Have an equivalent combination of education and experience.
Knowledge of:
Public policy, legislative affairs, government relations, or public administration, gained through experience in a fast-paced role. Legislative analysis, research methods, and oversight practices. Baltimore City's government structure and the key issues facing the community.
Skills and Abilities:
- Ability to communicate clearly and concisely, in writing and verbally, including drafting communications.
