Assistant Code Enforcement​/Animal Control Officer

Job Summary:

Working under the Animal Control/Code Enforcement Officer and/or his/her designee. Responsible for ensuring compliance with municipal codes, ordinances, state law, and animal control regulations to protect public health, safety, and quality of life. This dual-role position investigates complaints, conducts inspections, enforces local & state laws and ordinances, investigates property, issues notifications of violations or citations, and provides education to residents regarding code compliance and responsible animal ownership.

Duties include enforcing property maintenance, nuisance, public safety codes, laws of abatement, as well as animal control laws related to stray, dangerous, abused, abandoned, or neglected animals. This position will involve capturing, loading/unloading, transporting, and caring for animals, including vaccinating, monitoring animal health, and sanitizing kennels and grounds. Maintaining accurate records, preparing cases & reports, permits, design review, warrants request, filing charges, and assisting with court proceedings.

The officer serves as a visible representative of the City, balancing enforcement with education, conflict resolution, and community outreach. Interacting professionally with the public, city departments, and external agencies. This role requires the ability to work in varied environments, harsh weather conditions, handle potentially stressful or hazardous situations, and rotation with superior for after-hours or emergency calls any given day of the year.

• Assist in a variety of field and office work in support of the City’s local code enforcement program; enforce compliance with the City Regulations and ordinances including those pertaining to land use, nuisance housing, building codes, health and safety, water waste, and other matters of public concern.
• Investigate complaints of violations of local and state laws, ordinances, or codes relating to public nuisance or health and safety including junk vehicles, weeds, brush, rubbish, off site signage, and dangerous and dilapidated structures.
• Patrol assigned areas in a city vehicle to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations.
• Log and maintain violation records in iworQ and develop monthly code enforcement reports.
• Process code enforcement violation cases to achieve abatement. Processing includes identification, documentation, and notice of violations, citation issuance, courtroom testimony, and oversight of abatement achieved.
• Assist in field investigations; inspect properties for violations; attempt to make a contact at the residence or business in order to resolve violation; issue and post warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations; schedule and perform all follow up functions to gain compliance including letters, inspections, calls, meeting, discussions, and negotiations to ensure compliance with appropriate codes and ordinances.
• Issue notices of violations and notices of abatement; conduct follow-up investigations to secure compliance with codes or ordinances, and issue abatement citations.
• Assist permit department during various stages of construction, remodeling, and moving to ensure compliance with applicable codes, ordinances and regulations.
• Inspecting existing buildings and premises for change of use, occupancy, or compliance with applicable codes and ordinances.
• Operate cellular phone and computer to enter, process, and acquire data relative to complaints, inspections sites, and effective code enforcement, research complaints.
• Represents the City in court and at administrative citation hearings; testifies regarding code violations.
• Assist in investigations of complaints regarding animal nuisance, stray, dangerous, diseased, cruelty and neglect; investigates animal bites, arranging for appropriate identification, rabies certification, and quarantine.
• Explains local laws, codes and ordinances relating to the care and control of animals, filing of complaints, and policies of the shelter to the public.
• Verifies and records rabies vaccination is up to date per state law and registered with the city per code and ordinance.
• Performs shelter duties as required, such as care for dogs to ensure health and safety, sanitizing kennels and grounds, reports need for medical care, supplies, and maintenance.
• Patrol assigned areas in a city vehicle to help with stray problem areas, assure state laws and ordinances are being followed for proper safety of the animal and citizens; determine proper method to resolve situation.
