PRINCIPAL DUTIES AND ESSENTIAL FUNCTIONS Job duties specific to Emergency Management functions:
  • Manages annual budget for Emergency Management
  • Responsible for compliance with Emergency Management Chapter of The Joint Commission
  • Chairs the Environment Of Care Committee
  • Develops, maintains, and oversees the Comprehensive Emergency Management Plan (CEMP) in accordance with The Joint Commission and federal requirements/guidelines.
  • Performs annual evaluation of CEMP
  • In coordination with organizational leadership, develops annual plan and coordination for disaster preparedness exercises/drills.
  • Additionally, coordinates exercises/drills with external agencies, Department of Health (DOH) and Regional partners; facilitates After Action Reviews (AAR’s) and ensure follow up and resolution of outcomes of AAR’s.
  • Coordinate emergency preparedness drills (e.g., tabletop, functional, full-scale) and evaluate performance to identify gaps.
  • Administers annual DOH grant deliverables contract plan, perform grant requirements and submit vouchers for reimbursement, where applicable
  • Serves as Chair for Emergency Management and Emergency Preparedness Steering Group meetings.
  • Manages and performs inventory control the Emergency Management Stock.
  • Will serve as the primary point-of-contact (POC) at for the CHEMPACK Project as administered by the US Centers for Disease Control and Prevention (CDC) and the New York State Department of Health (NYS DOH).
  • Oversees Decontamination Program for Samaritan; responsible for recruiting and training staff for Decontamination Operations and Awareness Level training
  • Lead the Hospital Emergency Incident Command System (HICS) and ensure staff training and compliance.
  • Collaborate with local, state, and federal emergency agencies and coalitions.
  • Ensure integration of emergency operations planning with community response frameworks.
  • Maintain updated emergency contact lists, evacuation procedures, and resource inventories.
  • Oversee emergency supplies, generators, shelter-in-place materials, and related resources.
Job duties specific to Environmental Health & Hazardous Communications functions:
  • Responsible for Hazardous Materials and Waste under the Environment of Care chapter of The Joint Commission
  • Proposes and manages annual budget for Hazardous Communications
  • Serves as the contact person for inspectors and regulators of waste, toxic substances, air and water compliance
  • Maintains close familiarity with related local, state and federal regulations governing air, waste and bulk chemical storage.
  • Keeps abreast of proposed changes, reporting their potential impact to the supervisor or others as appropriate
  • Prepares and or supervises preparation of and signs annual, quarterly and monthly environmental reports for state and federal agencies and for Samaritan, emissions reporting as required under the Clean Air Act, Resource Conservation Recovery Act and all waste disposal compliance reports
  • Understandss and complies with State and Federal laws and regulations pertaining to the Regulated Medical Waste Tracking Act
  • Maintains oversight of all compliance issues relating to the collection and management of hazardous waste collected at Samaritan Health Systems, including records of wastes (Manifests) shipped off site for disposal
  • In collaboration with Purchasing, negotiates waste disposal, environmental and safety contracts after ensuring that vendors meet standards for insurance and reliability
  • Recommends efforts in recycling and “Green “environmental initiatives.
  • Oversees Spill procedures for Samaritan facilities.
  • Investigates incidents involving chemical exposure or spills and develop corrective actions.
  • Chair of the Hazardous Materials and Waste Committee
  • Responsible for the development, implementation and maintenance of organizations Pharmaceutical and Controlled Substance Waste Programs Conducts air testing to monitor construction activity as well as conducts indoor air quality investigations, as needed.
