The Special Assistant to the Chief of Police serves as the executive assistant and strategic advisor to the Chief of Police. Work involves the support, direction, and general supervision of units within the Chief’s Office to include but not limited to the following:
Public Information Office and the City Manager’s Office. Work involves acting as a liaison between the police department and the Police Attorney's Office. Additionally, work involves ensuring the efficient operation of the police department through overall direction, coordination, and the appraisal of community building initiatives, crime prevention strategies and law enforcement training programs at the discretion of the Chief of Police.

- Of the theories, principles, and practices of effective police administration with particular attention to planning and organizing police services and operations for modern-day policing.
- Of the theories, principles, and practices of effective public administration, with special attention to budget administration and resource allocation.
- Of modern management techniques, supervisory practices, and evaluation methods; governmental organization and management.
- Of the principles and practices of police and local government administration and operations.
- Of federal, state, and local laws and ordinances relating to the operations, duties, powers and responsibilities of the police department.
- Of human resources management;
- Of media relations;
- Of budgetary control and procurement;
