Reports To: Mayor
Supervises: All police personnel (sworn and civilian)

Definition

The Police Chief plans, organizes, directs, and controls all divisions of a full-service police agency for the City of Parker. The Police Department comprises a uniform patrol division and a communications division. The Police Chief takes an assertive posture in addressing crime problems and issues related to the delivery of police services. An interactive relationship between the community and the police department is an organizational imperative for which the Police Chief is ultimately responsible.

Essential Function Statements

Essential responsibilities and duties may include, but are not limited to, the following:

  • Establishes department direction, utilizing a strategic planning approach to forecast future needs for service.
  • Develops and implements strategy and technology that can advance intra-organizational functioning as well as service delivery.
  • Assures compliance with overall City direction; as the individual responsible for approval of all departmental rules and policies, reconciles these with existing City rules and policies.
  • Upon recommendation from division heads, reviews and approves major disciplinary actions and personnel matters having substantial organizational impact.
  • Directs the preparation of reports to the Mayor and City Council.
  • Establishes departmental standards, rules, and procedures.
  • Assures efficient and effective operation of police services to the public.
  • Prepares and implements the departmental budget.
  • Directs staff in providing police services to the total community in the City of Parker.
  • Coordinates local, state, and federal law enforcement programs.
  • May respond to emergency calls at own discretion as indicated by their seriousness.
  • Counsels departmental employees.
  • Attends City meetings.
  • Assures coordination of leadership among local agencies, including mutual aid agreements and developing shared services.
  • Participates in Senior Management Group meetings with other department managers reporting to the Mayor; discusses and reviews overall City problems and priorities, and makes recommendations as required.

Minimum Qualifications

Sufficient education, training, and/or work experience to demonstrate possession of the required knowledge, skills, and abilities, typically acquired through:

  • A combination of education and experience equivalent to a two-year degree in law enforcement, public administration, or business administration.
  • Five years of experience in a major enforcement function, with significant accomplishments at a management level.

Knowledge, Skills, and Abilities

  • Knowledge of the principles of advanced law enforcement, public administration, supervision, modern management, and budget preparation and analysis.
  • Highly flexible and imaginative, with the ability to adapt to new and changing situations.
  • Ability to maintain physical condition appropriate to the performance of assigned duties, which may include effecting arrests, subduing resisting individuals, chasing fleeing subjects, running, walking, crouching, or crawling during emergency operations, moving equipment and injured or deceased persons, climbing stairs/ladders, performing life-saving and rescue procedures, standing or sitting for extended periods, and operating assigned equipment and vehicles.
  • Ability to effectively deal with personal danger, which may include exposure to armed or dangerous persons, dangerous animals, communicable diseases, traffic-related hazards, and natural or man-made disasters.
  • Ability to efficiently and effectively manage a police service organization; elicit the cooperation of others; establish and maintain effective supervisory relationships; and prepare complex written reports and memos.
  • Ability to communicate effectively verbally, develop meaningful dialogue with individuals and groups of different backgrounds, and maintain composure under adverse conditions.
  • Ability to communicate with others and assimilate and understand information consistent with the essential job functions.
  • Ability to make sound decisions consistent with the essential job functions.
  • Ability to operate assigned equipment and vehicles.
