** Class Definition
** The Rhode Island Senate Policy Office is seeking a highly motivated, dedicated Policy Analyst willing to work in a fast-paced environment to serve as a subject matter expert on state and federal health and human services policies.
** General Statement of Duties
** Reporting to the Senate Policy Director and working cooperatively with the Deputy Policy Director, the Policy Analyst must have a strong understanding of current local, state and national policies, as well as issues affecting Rhode Island residents. The position relies heavily on research skills and the ability to conduct in-depth analysis and to translate complex data into simplified and concise communication.
** Illustrative Examples of Work Performed
*** Conduct qualitative and quantitative analysis of state and federal health and human services issues as it pertains to workforce, providers, and patients as well as provide evaluation of the financial and clinical impacts of public insurance frameworks such as Medicare, Medicaid and private insurance regulations.
* In coordination with the Senate Policy Director, will formulate and present actionable policy recommendations for Senate consideration that represent a balanced and unbiased perspective. Recommendations are developed through individual (and sometimes team interaction) research, analysis and networking.
* Work with members of the Senate committees and related commissions, various local constituency and advocacy groups and other stakeholders to identify public issues and work to provide legislative solutions. Responsibilities include daily policy support to Senate members, Committee and Commission chairs and assisting the Senate Policy Director on special assignments when needed.
* Committee work includes attending assigned committee meeting hearings, providing detailed, pre-hearing notes including the perspectives of proponents and opponents of each bill that will be heard in Committee as well as post-hearing detailed notes on testimony. The Policy Analyst, under the direction of the Senate Policy Director, prepares briefings and presentations for chairs as needed.
* Mentor student interns and fellows to guide them through policy research, memo drafting and member engagement.
