Vacancy Notice Legislative Inspector General

The Legislative Ethics Commission is seeking a Legislative Inspector General. Per the Illinois State Officials and Employees Ethics Act (5 ILCS 430/Art. 25), the Office of the Legislative Inspector General (OLIG) is an independent office with its own appropriation. The OLIG receives and investigates allegations of fraud, waste, abuse, mismanagement, misconduct, nonfeasance, misfeasance, malfeasance, or violations of the State Officials and Employees Ethics Act or of other related laws and rules.

The LIG has jurisdiction over current and former members of the General Assembly regarding events occurring during a member’s term of office, and current and former state employees within the legislative branch.

The term for this appointed position will expire on June 30, 2028, but may be reappointed to one or more subsequent terms. Currently, this is a contractual payroll position that is paid an hourly rate, which is negotiable. However, the position will be filled according to statutory requirements, which include a full-time, part-time, or contractual capacity.

Per 5 ILCS 430/25-10(b), Legislative Inspector General candidates shall have the following qualifications:

  • (1) not been convicted of any felony under the laws of Illinois or any other state, or the United States.
  • (2) a baccalaureate degree from an institution of higher education; and
  • (3) 5 or more years of cumulative service (A) with a federal, State, or local law enforcement agency, at least 2 years of which have been in a progressive investigatory capacity; (B) as a federal, State, or local prosecutor; (C) as a senior manager or executive of a federal, State, or local agency; (D) as a member, an officer, or a State or federal judge;

    or (E) representing any combination of (A) through (D).

The Legislative Inspector General shall be appointed without regard to political affiliation and solely on the basis of integrity and demonstrated ability. The Legislative Inspector General may not be a relative of a commissioner. Additionally, the Legislative Inspector General may not during his or her term: (i) become a candidate for office; (ii) hold any other elected or appointed public office, except gubernatorial advisory boards;

(iii) be involved in the affairs of any political party or political organization; or (iv) actively participate in any campaign for any elective office.
