Agency Description

The Office of Emergency Management (OEM) collaborates with governmental and non-governmental partners to mitigate, plan, and prepare for emergencies; educate the public about preparedness; coordinate response and recovery efforts for emergencies and complex events; and develop tools and resources to support the City of Philadelphia's overall preparedness.

All OEM personnel must be City residents within six months of hire and are required to serve periodically in an on-call capacity on field response teams. OEM staff also periodically work during non-business hours for extended periods of time, as needed in a field environment, and during activations of Philadelphia’s Emergency Operations Center (EOC).

Position Summary

The Assistant Deputy Director helps to lead OEM's preparedness, response, and recovery for all threats and hazards in the City of Philadelphia.

This essential position will assist with the implementation, and evaluation of an integrated program. Providing strategic support to the Deputy Director or First Deputy Director, the Assistant Deputy Director will focus on areas of health and human services, infrastructure, community engagement, homeland security, training and exercises, GIS, continuity of operations, logistics, and private sector coordination among other.

Candidates should possess a strong desire to work in a team-oriented, fast-paced, flexible, and professional public service environment, and a willingness to serve the public in the sixth-largest city in the nation. The ideal candidate is self-motivated, solutions-oriented, easily adapts, has diverse project management experience, anticipates needs, and brings a robust set of soft skills including integrity, diplomacy, communication, and persuasion.

Essential Functions

Under the direction of the Deputy Director, the Assistant Deputy Director will perform a range of activities including, but not limited to, the following key functions:

Working closely with the office’s leadership to support daily and special operations.

Special Projects and Initiatives

Interagency Coordination to include engagement with local, state, federal and non-profit partners.

Work with the Planning Division team to develop and maintain emergency response plans

Support the recruitment and hiring process for staff as needed

Support the development of key performance indicators and objectives along with the maintenance of the multi-year strategic plan

Crisis management and Leadership

Serve on-call as an OEM Response Executive, managing the on-call team and overseeing the entire agency’s response and recovery roles during emergencies, disasters, and large planned…
