Reporting to the SVP, Policy, the Senior Director, Federal Policy will set and lead CEBA’s federal policy agenda — owning the positions that inform how CEBA advocates at the federal level and shaping the strategic priorities the organization pursues. This position is responsible for shaping and driving CEBA’s federal policy and strategy, informed by member priorities, and engagement with federal policymakers.

The Senior Director, Federal serves as a visible representative of CEBA, exercising independent judgment in complex policy environments and translating member priorities into effective federal policy outcomes.

The position offers a hybrid work arrangement, with team collaboration days on Mondays and Wednesdays and one additional in-office day each week, determined by team priorities.

• Set and lead CEBA’s federal policy agenda, establishing policy priorities on access to carbon-emissions-free energy, transmission and interconnection, permitting, financing, and critical issues affecting members.
• Direct the monitoring and assessment of actions from federal agencies and commissions, the White House, and Congress, ensuring CEBA anticipates and responds to developments affecting members.
• Identify opportunities for CEBA input and public comment, and guide the development of comments, testimony materials, and policy submissions.
• Serve as a senior strategic partner to CEBA’s Government Affairs team, setting the sequencing and prioritization of federal policy asks and ensuring advocacy is grounded in rigorous, member-informed analysis.
• Manage the development of CEBA’s thought leadership platform on federal policy, including presentations, white papers, reports, and policy briefs.
• Serve as a voice in trade association meetings, industry coalitions, and policy forums, coordinating closely with Government Affairs to ensure consistent messaging.
• Partner cross-functionally with Government Affairs, Communications, and other senior leaders to align policy development with advocacy execution and organizational strategy.
• Represent CEBA’s federal policy positions to member executives, the Board, and industry leadership as needed.

• Lead CEBA’s federal policy working groups and convenings, setting agendas and ensuring outcomes are documented and acted upon.
• Develop member communications and briefing materials on major federal policy developments.
• Represent CEBA at industry conferences and events as a senior subject-matter expert on federal clean energy policy.
• Performs other related duties as assigned.

• Minimum 10 years of experience in electricity, clean energy, corporate sustainability, utilities, or related fields.
• Deep working knowledge of energy and electricity policy, with a track record of shaping policy positions at the federal level.
