The City Secretary serves as the City's principal official responsible for maintaining the official records of the City, supporting the proceedings of the City Council, administering statutory notices and open-government requirements, and coordinating municipal elections. The City Secretary also serves as the City's Records Management Officer and performs municipal court administration and other administrative functions assigned by the City Administrator. The position requires accuracy, discretion, sound professional judgment, effective communication, and careful management of statutory requirements and deadlines.
A combination of education, training, certification, and progressively responsible experience sufficient to perform the essential functions of the position. Municipal government experience involving records, open government, elections, municipal court administration, or comparable administrative responsibilities is preferred. A bachelor's degree in public administration, business administration, records management, or a related field is preferred but not required. Relevant municipal or public-sector experience may substitute for education.
Possession of Texas Municipal Clerks Certification Program certification is preferred. An employee who does not possess the certification at the time of appointment shall be expected to enroll in the certification program within six months of employment and make satisfactory progress toward completion within three years after enrollment.
