Position: Regional Hospital Coordinator #1845 - Homeland Security - Health & Social Services Division
Location: Northern

The Hamilton County Health & Social Services Division has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health & Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health & Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency.

During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health & Social Services Division employees are subject to modification to meet the needs of the community.

Under general supervision, serves as the regional liaison for healthcare preparedness and coordination of emergency response planning and training across hospitals, healthcare facilities, and community partners. Ensures compliance with federal and state guidelines, manages ASPR HPP grant deliverables, and strengthens healthcare coalitions to enhance emergency readiness and response capabilities.

ESSENTIAL FUNCTIONS

Leads and facilitates Healthcare Coalition operations ensuring alignment with ASPR, HPP, and CDC PHEP requirements. Coordinates development, implementation, and maintenance of emergency response and recovery plans. Serves as the liaison between healthcare facilities, public health departments, and emergency management partners during planning, drills, and activations. Manages ASPR HPP grant deliverables and prepares required reports. Develops and maintains systems for healthcare resource tracking and manages specialized assets.

Plans and coordinates local trainings and exercises and provides technical assistance to healthcare facilities on preparedness and response activities. Ensures accurate and timely reporting; maintains updated coalition contact lists, websites, and communication platforms. Engages with community leaders, hospital executives, and the media to communicate preparedness efforts and maintain strong partnerships. Manages logistics for coalition operations, including setup and breakdown of field operations ensuring readiness and rapid deployment.

Oversees preventative maintenance of Healthcare Coalition assets to ensure operational reliability including regular inspections, repairs, and inventory management.

During an emergency, functions from and works with the Tennessee Emergency Management Agency (TEMA) or Metropolitan Emergency Operations Center directors and officials to allocate resources in response to identified needs. Monitors utilization and movement of hospital resources, and helps provide additional resources throughout the region. Participates in discussions and decision making within and outside of Hamilton County Health and Social Services with emergency management officials.

Knowledge of Emergency Preparedness Planning.

Knowledge of grants and contracts for hospitals for Emergency Preparedness.

Knowledge of training for Emergency Preparedness and Response.

Knowledge of computer hardware, software and peripherals utilized in data management systems and emergency communication platforms.

Knowledge of customer service/public relations practices and procedures.

Skill utilizing computer software in developing computer databases for research and analysis.
