** JOB SUMMARY
** The Substance Use Disorder (SUD) Counselor Supervisor reports to the Program Director and provides clinical and administrative oversight of Substance Use Disorder services within our Male Community Reentry Program (MCRP). Kennemer Center supports the successful transition of justice-involved individuals from incarceration to community living through structured residential services, treatment, and reentry support.

The SUD Counselor Supervisor is responsible for ensuring the delivery of high-quality, evidence-based, and resident-centered substance use treatment services. This position supervises, trains, and supports SUD counseling staff; monitors service quality and compliance with agency, contractual, and regulatory requirements; and promotes positive treatment and reentry outcomes. The SUD Counselor Supervisor may maintain a limited caseload and provide direct services, including assessments, treatment planning, individual counseling, group facilitation, and crisis intervention, to address the diverse needs of MCRP residents.

Through leadership, collaboration, and clinical expertise, this role supports resident recovery, successful reintegration, and overall program effectiveness.
** ESSENTIAL JOB RESPONSIBILITIES
** 1. Serve as a member of the Kennemer MCRP leadership team by assisting with the planning, implementation, oversight, and evaluation of program services and activities.
2. Provide supervision, training, and guidance to SUD counseling staff to ensure compliance with agency policies, treatment standards, levels of care, documentation requirements, and the MCRP Scope of Work (SOW).3. Conduct regular reviews of resident files and counseling services to ensure quality care, appropriate treatment planning, effective interventions, timely documentation, and compliance with program requirements.
4. Ensure all program, state, and contractual requirements are met by monitoring documentation related to treatment progress, significant interventions, employment activities, case conferences, and resident outcomes.
5. Provide direct SUD services as needed, including assessments, treatment planning, individual counseling, group counseling, and crisis intervention.
6. Assist with referral reviews, intake assessments, admissions, and service placement to ensure appropriate resident care and program enrollment.
7. Support recruitment, hiring, onboarding, and training of counseling staff, including orientation to program requirements, policies, procedures, ethics, confidentiality, and safety practices.
8. Conduct regular supervision and performance evaluations of direct reports, providing feedback, coaching, and professional development to promote employee growth and service excellence.
9. Serve as a liaison with CDCR representatives, community organizations, treatment providers, and other stakeholders to support communication, collaboration, and continuity of care.
10. Ensure timely and accurate completion of documentation, reporting, and billing requirements within the Automated Reentry Management System (ARMS) and other required reporting systems.
11. Respond to crises, critical incidents, and resident emergencies by providing support, coordinating appropriate interventions, and completing required incident documentation.
12. Assist residents with obtaining approved non-work and non-education passes by verifying appointment details, transportation plans, and compliance with program requirements.
13. Orient and support residents in understanding MCRP policies, procedures, expectations, and available resources.
14. Provide operational support and shift coverage, including evenings, weekends, and overnight shifts, as needed to ensure program continuity and resident safety.
15. Assist with program evaluation, data collection, reporting, and quality improvement activities to measure outcomes and enhance service delivery.
16. Complete all required training and professional development activities in accordance with agency, contractual, and regulatory requirements.
17. Participate in and assist with staff meetings, treatment team meetings, case consultations, and training activities to support effective program operations and resident care.
