Job Description
This position is available to Veterans, Transitioning Military, National Guard and Reserve Members, Military Spouses, Wounded Warriors, and their Caregivers.
The HR Manager will serve as a business partner to senior Operations leadership and local management teams for a large government contract. He/she will provide consultative services on a wide range of Human Resources-related matters with the goal of aligning HR’s best practices to business goals. The HR Manager will collaborate with Shared Services departments to deliver effective solutions addressing the clients’ needs.
He/she will report to the Senior HR Manager and work closely with the broader HR Operations group on spearheading and executing a variety of HR projects and initiatives.
- Partner with management/leadership team to strategically plan, organize, direct, implement, evaluate, and manage the projects’ HR needs.
- Engage with Shared Services departments (Compensation, Benefits, HRIS, Recruiting, Payroll, Compliance, HR Operations, Legal, and Labor Relations) to execute strategic and tactical operations.
- Respond to employee questions and concerns regarding company policies and procedures.
- Lead new hire orientation to ensure onboarding process is complete and in compliance with company guidelines.
- Provide performance management guidance to managers for coaching, counseling, career development, and disciplinary actions.
- Work closely with management and employees to improve work relationships, increase employee engagement, and productivity.
- Conduct thorough and objective employee relations investigations, assess risk, and determine appropriate courses of action.
- Work with management on adverse employment actions and manage the review of all termination requests to ensure compliance with due process and company policies.
- Partner with Operations and Labor Relations in the administration of collective bargaining agreements and assist with grievance resolutions and labor‑management disputes.
- Manage the leave process and ensure proper coordination/communication with the Leave department on leave requests and accommodations.
- Make recommendations/determinations on FMLA, ADA, and PWFA requests in conjunction with senior leadership.
- Act as point-of-contact for guidance on compensation actions, including individual promotions, equity adjustments, and related actions.
- Work with Operations and relevant Shared Services teams to ensure all contract‑related compensation and benefit actions are taken timely.
- Assist Recruiter with recruiting efforts, local outreach, and recruiting events, development of job descriptions, posting job requisitions, interviewing, and skills testing.
- Conduct exit interviews with departing employees and ensure proper exit information is provided.
- Develop mitigation strategies to reduce turnover.
- Assist Senior HR Manager or Senior Director, HR Operations on any projects, as assigned.
- Bachelor's Degree in Human Resources, sociology/psychology, organizational effectiveness, business administration, or related area.
- Minimum of 5 years of progressive HR experience as HR Business Partner or HR Manager, preferably in a government contracting industry.
- Comprehensive knowledge of labor laws, including federal and state regulations.
- Strong knowledge of Microsoft Office Suite.
- Effective communication skills, both verbal and written, including presentations; ability to speak confidently and effectively to varied audiences.
- Proven professional writing ability and strong editing skills.
- Ability to operate effectively in a dynamic environment, dealing with ambiguity, change, and shifting priorities.
- Demonstrated experience in providing HR support for diverse employee populations of at least 400+ employees.
- Must have an active Secret Clearance or be able to obtain and maintain a secret level clearance.
- Professional Certification (PHR, SPHR, GPHR, SHRM-CP or SHRM-SCP).
- Minimum of 2 years supporting a unionized environment; in-depth knowledge and understanding of labor relations and collective‑bargaining agreement administration.
- Experience with Deltek, Costpoint, Indeed, and Paylocity.
Work is performed in an office environment. Required to stand, walk, and sit; talk or hear, both in person and by telephone. Regularly required to stoop, kneel, bend, crouch and lift up to 25 pounds.
