POSITION SUMMARY:

The Human Resources Specialist performs professional functions involving the daily operations of the Human Resources Department, ensuring compliance with company policies and employment laws.

SUMMARY OF ESSENTIAL DUTIES
  • Learn all functions of the Payroll/Benefits Specialist, including processing of payroll and all that it entails, Workers Compensation, employee benefits, retirement, etc.
  • Assist in maintaining all records for payroll, benefits, etc. and keep properly documented to ensure accuracy.
  • Assure that all Federal, State, and local labor law posters are up-to-date and posted in City buildings.
  • Post job openings on the City website, internally, and in City Hall. Post in other areas as needed, i.e. OML website, CLEET website, etc.
  • Assist in updating, producing and distributing the Personnel Policy Manual.
  • Assist in keeping employees notified of Personnel Policy changes.
  • Reply to OESC regarding applications for unemployment from former employees.
  • Assist in gathering information for auditors and consultants as needed.
  • Work with Principal Retirement broker regarding new hire enrollment meetings.
  • Keep employees notified and up to date with changes or annual notices regarding all benefits.
  • Perform exit interviews with employees regarding payouts, exit interview forms, retirement, insurance, etc.
  • Assist in performing background screenings through the payroll system screening process.
  • Work closely with the Director of Human Resources on sensitive personnel issues.
  • Keep updated on changes within the payroll system.
  • Administer training instructions for annual mandatory employee training, utilizing Local

    GovU as well as other platforms.
  • Update employee profiles in payroll system regarding training, licenses, etc.
  • Keep job descriptions updated periodically by sending out to all supervisors for review,
  • Assist in maintaining all personnel and payroll files in an orderly and efficient manner.
  • Answer requests for information dealing with Human Resources and payroll.
  • Prepare and monitor Family Medical Leave Act for employees taking leave.
  • Maintain medical files of employees.
  • Assist third party drug and alcohol screening company with pre-employment, post-accident and random screenings.
  • Communicate with OML regarding trainings, 25 year service awards, etc.
  • Maintain payroll system home page.
  • Respond to employee questions and concerns related to policies, leave, wages, etc.
  • Organize and store items in storage room and update log as needed.
  • File and purge records according to the Open Records Act.
  • Distribute retirement information to employees as required.
  • Keep the Director of Human Resources informed daily of all pertinent information related to employees.
  • Open and process mail daily.
  • Cooperate and work with cross-training to assist other departments as needed.
  • Operate office machines, including computer, scanner, copier, etc.
  • Perform related tasks and other duties as assigned.
MINIMUM QUALIFICATIONS

Applicant must have the following qualifications:

  • Maintain strict confidentiality regarding all aspects of position.
  • Receive, relay, and transfer information accurately.
  • Promote and maintain harmonious and effective working relationships with the public, co-workers, and all City employees.
  • Requires extensive and frequent contact with fellow employees, other departments, the public, and vendors where tact, diplomacy and confidentiality are extremely important.
  • Recognize any maintenance needs that arise.
  • Handle contacts well, in person and on the telephone.
  • Communicate effectively, verbally, orally, electronically, or in writing.
  • Comprehend and follow written and verbal instructions.
  • Read, understand and communicate fluently in the English language.
