Program Manager
Garud Technology Services is seeking an experienced Program Manager to lead delivery of IT Capital Planning and Investment Control, IT Financial Management, and Program/Project Management support for the USDA Farm Production and Conservation Business Operations Branch. This role serves as the contractor's senior leader for the engagement and is responsible for performance, staffing oversight, stakeholder coordination, and successful delivery of required contract artifacts and services.
Location: Remote within the United States; must be available during core working hours aligned to the Kansas City, Missouri duty station.
Department: USDA Support Services.
Employment Type: Full-Time, Exempt.

Whatyou will do
- Serve as the primary interface with the COR, Contracting Officer, federal leadership, and other government stakeholders.
- Coordinate delivery across Task 1 Portfolio Management and Task 2 Financial Management work streams.
- Oversee required contract deliverables, including the Program Management Plan, Monthly Work Plans, Status Reports, and Transition Plans.
- Manage scope, schedule, staffing, quality, risks, and issues across the program.
- Ensure adherence to CPIC, FITARA, TBM, and federal IT lifecycle guidance.
- Supervise contractor personnel and maintain compliance with quality, security, and schedule requirements.
- Support monthly performance reporting, work planning, and accomplishment tracking required under the contract.
- Bachelor's degree, or qualifying substitute experience as defined in the JD.
- 7+ years managing federal IT portfolio, capital planning, or financial management support programs.
- PMP or PgMP preferred.
- Experience working in federal shared-cost IT environments.
- Strong leadership, client management, risk management, and technical writing skills.
- Proficiency with Microsoft Office, SharePoint, and related collaboration tools.
- Ability to obtain a favorable suitability determination and complete HSPD-12 credentialing before or at start, as required by the contract.
- U.S. citizenship or lawful permanent resident status may be required for contract access.
- Mandatory USDA training, including Information Security Awareness Training, is required for contractor personnel.
