Risk Analysts perform a variety of professional duties in support of the City's comprehensive risk management and loss control program. Incumbents assist in the evaluation and administration of the City's loss control, liability, property, safety, workers' compensation, contract and certificate of insurance review, and other risk management programs.

Liability Analyst plays a key role in protecting the City’s financial and operational integrity by evaluating, managing, and mitigating liability exposures. This position supports risk management functions, handles claims, interprets regulatory requirements, and works closely with internal departments, legal counsel, and external stakeholders to reduce risk and ensure compliance.

Key responsibilities include:

  • Review, investigate, and analyze liability claims involving the City, including general liability, property damage, and worker-related incidents.
  • Conduct risk assessments and identify trends to recommend preventive strategies.
  • Coordinate with claims administrators, attorneys, insurance carriers, and departmental staff to resolve claims efficiently and cost-effectively.

One vacancy exists in the City of Fresno Personnel Services Department with a job assignment in the Liability Unit. Immediate and future vacancies will be filled from this eligible list for three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. Should the competitive process be suspended for this recruitment, the eligibility list may be limited to three (3) months.

Requirements

Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and do not assure placement on the eligible list.

  • Graduation from an accredited college or university with a bachelor's degree in Business Administration, Public Administration, or a closely related field;
  • and
  • Two (2) years of experience in loss control, risk management, workers’ compensation, insurance underwriting, or employee safety.

Additional qualifying experience may be substituted for the required education on a year-for-year basis.

Public agency/governmental claims experience, or property or liability adjusting experience is desirable.

This position requires possession and continued maintenance of a valid California Driver's License. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.

The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.

Selection Process

The examination process may consist of the following:

APPLICATION REVIEW - Qualifying Only:
Applications which meet the minimum qualifications will be reviewed and a limited number of the most qualified candidates will be invited to the oral examination. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for evaluation.

ORAL EXAM - 100%: A panel of subject matter experts will conduct a job-related oral examination to evaluate a candidate's knowledge of principles, and practices and associated laws related to personal injury, liability and property claims procedures and practices, loss investigation and claim adjustment techniques, customer service concepts, ability to establish effective working relationships, speak and write clearly and concisely or other topics related to a candidate's training, experience and qualifications for the position of Risk Analyst.

The oral examination has been tentatively scheduled for the week of September 14th, 2026.

Candidates must achieve a passing score to qualify for the eligible list.

Veteran’s Preference Regulations

Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested. Qualified veterans who pass the examination will have five (5) points added to their final score.
