Under the general supervision of the Battalion Chief of the Occupational Safety and Health Office, performs a variety of complex and routine administrative tasks.
Assistant Property & Supply Manager (APSM):
- Licenses or Certificates required to perform the essential functions of this position
- Possess and maintain a valid State of Hawaii driver’s license (Class
3);
Medical Examiner’s Certificate (MEC) issued by the City’s Health Services. - Prior to completion of probation: obtain and maintain a Forklift Operator’s certificate (Class 4,
5).
- Equipment or tools regularly operated or used
- Desktop computer, printer, calculator, fax machine, warehouse and office equipment, motorized vehicle, cube truck, forklift, hand truck, rope counter, pallet jack, dolly’s, air compressor, various basic hand and power tools.
- May be subject to work nights, weekends, and holidays, during emergency situations as the position is subject to call back 24/7.
Assistant Property & Supply Manager (APSM) duties shall include but are not limited to:
- Create, develop, implement, and manage a disaster preparedness plan (for all hazards, hurricane, tsunami, flooding, etc.) for the HFD storeroom.
This plan should encompass pre-disaster property and supply packing with relocation site and transportation set and post-disaster return to the HFD storeroom, if viable. - Supervision and oversite of the HFD’s Annual personal protective clothing (PPC) and personal protective equipment (PPE) evaluation and replacement plan.
As of 3 years ago, approximately 1200 uniform firefighters are required to have their PPE/PPC evaluated and replaced as needed.
This duty would fall under the APSM.As of now, the HFD uses overtime personnel to accomplish this task. - Assist the PSM with planning, development, management, implementation, and direction of the department property and equipment inventory program, including the proper distribution of PPC and PPE. Responsible for issuing, receiving, storing, and inventory control of equipment, supplies, and materials. Responsible to ensure all personnel and fire stations are equipped with proper equipment, supplies, medical supplies, materials, and clothing. Assist the PSM with planning, development, and management of the ordering and distribution system for equipment, supplies, and materials within budgetary constraints.
Reviews and approves anticipated requirements for contracts, bid quotations, and price schedules. - Schedules and drives meetings with local and national business/sales representatives regarding any updated industry standards and new technology concerning equipment and PPE/PPC.
- Work with BFS and purchasing to produce Master Agreements (MA) for equipment and supply acquisition.
- The ASPM will assist the PSM with supervision and oversite of equipment and supplies utilizing the Assets Management System (AMS). The APSM will create inventory reports and dashboards for the PSM which will assist with maintaining proper inventory levels.
- Assists the PSM with management and oversite of the development of Standard Operating Guideline/Policy & Procedures as needed to streamline and improve on the current storeroom property and supply process.
- Assists with property and supply annual budget request preparation.
Reviews and maintains an accounting system to track current-year expenditures.
Refresh and update as needed based on new technology, operational needs, and industry trends and standards. - Develops informational systems to manage supply records in the following areas:
- Identification numbers and location of equipment;
- Inventory of supplies and equipment, and assignment of personal equipment issued to individual fire fighters;
- Inventory of firefighting apparatuses, equipment and property, vehicles, aircraft, and fireboat;
- Control and custody and safekeeping of all keys and lock of personal padlocks in the Department;
- Inventory of real property classified by TMK, to include land and structures.
