Job DescriptionThe deputy head of the establishment, in direct liaison with him and in place of the head of the establishment, during replacement and interim periods, ensures the execution of sentences and measures that are privative of freedom and the maintenance of public safety in his establishment. He ensures the application of directives and orientations defined at the central level and participates in the implementation of penal policies and social reintegration.
He coordinates, in the absence of the CE, the action of the management team and that of the officers. He chairs single multidisciplinary commissions, disciplinary commissions, and commissions for the application of sentences as needed.
Implementation of the establishment policy defined by the CE
- Global competence on the functioning of detention and services
- Ensures compliance with professional practices and respect for deontology
- Respond to missions entrusted by the CE
Exercising the function of human resources director: follow-up of the agent service, organization of services and charter of times, follow-up of individual situations in connection with the HR service, management of enhanced leave, management of oath performances, pilot the evaluation and rating of agents;
- proposal of rewards;
- management of the disciplinary procedure of agents;
- individual hearings;
- follow-up of students and trainees;
- training of staff.
- participate in the promotion of professions - implementation of REPERS commissions
Ensures the follow-up of hygiene, safety and quality of life at work in liaison with:
- The Assistants of Prevention and the Technical Director
- The occupational physician
- The social worker of the staff
- The support psychologist of the personnel
Proposes and coordinates actions concerning the quality of life at work (training, cohesion days, specific actions)
Ensures a follow-up of the DUEP in liaison with the assistant of prevention and the technical director
Director responsible for the Semi-Freedom Quarter and the Women's Quarter
- Follow-up of the management of detention of these sectors in liaison with the reference officers
Reference for maintaining family ties
- Link with the different services (SPIP, BLIE, service parloirs, AVDP, REP)
Reference for professional training of PPSMJ
- Link with training organizations, participation in recruitments, balances, follow-up of the course of training
Assures the interims of the head of the establishment and applies the implemented establishment policy
