County Park Superintendent

The Burlington County Board of County Commissioners is seeking qualified candidates for a County Park Superintendent to oversee the Division of Parks. The Park Superintendent is responsible for operation and management of the County Parks System consisting of over 1,000 acres of developed parkland, a regional trail network, the County Fairgrounds, an amphitheater, a historic industrial village, and other historic buildings.

The Park Superintendent will oversee a staff of 48, including maintenance staff, County Park Rangers, programming staff, and staff overseeing park facility rentals. The Park Superintendent reports to the Director of the Department of Resource Conservation.

The Park Superintendent will be expected to work outside of a normal work schedule, including evenings, weekends, and holidays to oversee certain park events, attend meetings, and respond to emergency situations. The qualified candidate must also expect to work outdoors in various weather conditions.

• Develops and implements policies, procedures, and standards for management of the County Park System, including facility use policies and fee schedule.
• Prepares and manages annual operating budget. Monitors operational budgets; approves purchase of supplies and equipment; reviews contracts and conforms to purchasing practices and requirements; makes recommendations to department director for capital budget, including purchase of equipment and major facility repairs and improvements.
• Plans, schedules, and assigns work; manages personnel by hiring, disciplining, and promoting; evaluates employee performance; evaluates staffing levels and job classifications; and authorizes leave and overtime.
• Plans, oversees, and develops decision making processes to ensure employee and resident voices are considered in policies and procedures.
• Routinely monitors and inspects all parks and park facilities with an emphasis on interior and exterior building maintenance, safety, fencing, signage, landscaping, and overall aesthetics.
• Plans and coordinates preventative maintenance, routine repairs, emergency repairs, fleet management and capital projects.
• Works closely with State historic preservation agencies to obtain necessary approvals for site improvements.
• Reviews incident/accident reports and workers compensation reports and make recommendations to reduce liabilities, loss and injuries; reviews, evaluates and proactively addresses park, patron and staff security issues.
• Assists in the development and implementation of the County’s Park and Open Space Master Plan.
• Participates in the development of plans and specifications for construction and improvement projects.
• Researches grant funding opportunities for park programs and improvements. Administers grants received for such purposes.
• Works closely with other County Departments to ensure efficient management of Division. Assists other departments when called upon to do so.
• Meets with citizens, community groups, and municipal officials to discuss parks operations and proposed improvements. Interacts with public while in parks and responds to citizen complaints.
• Participates in professional organizations and attends conferences and workshops to improve job knowledge and management skills.

This position is a Senior level management position within Burlington County government and as such a generous compensation package will be offered based on an individual’s experience. Relevant professional degrees and certifications are desirable and should be presented accordingly as part of the application process.
