POSITION SUMMARY

This position is housed within the Asset Management Department, which monitors the long-term physical, financial, operational, and administrative compliance of IHDA-assisted developments. The Manager – Physical Inspection position is part of the Contract Administration team.

ABOUT CONTRACT ADMINISTRATION

The Contract Administration team coordinates operations and compliance with the Portfolio Analysis and Project Operations Compliance teams, as well as external development partners, to ensure the long-term physical condition and contractual compliance of IHDA-assisted developments. Core responsibilities include overseeing physical inspection compliance, administering Section 811/SRN/Mod-Rehab contracts, and managing data integrity, reporting, and system workflows across IHDA platforms.

ESSENTIAL FUNCTIONS
  • Analyze risk and regulatory requirements to develop and maintain schedules and assignments for required physical inspection activities in coordination with the Assistant Director – Contract Administration;
  • Provide on-site presence at IHDA-financed developments, conducting quality assurance activities, leading training, and supervising staff and/or vendors (15–20% travel);
  • Train, supervise, and assess Physical Inspection staff;
  • Administer third-party inspection vendor contracts including onboarding, performance metrics, inspection outcome review, exception reports, quality control, contract compliance, vendor payments, and communications;
  • Assign inspections to in-house and contracted personnel and provide oversight;
  • Oversee quality assurance of inspections through data review, debriefings, and supervisory desk/on-site coordination;
  • Oversee compliance filing process including IRS Form 8823 preparation, extension approvals, and timely submission;
  • Maintain data integrity across IHDA systems;
  • Develop relationships with USDA Rural Development staff;
  • Serve as liaison for program auditors and audits;
  • Develop and recommend policy/procedure changes based on audit findings;
  • Participate in pre-closing, closing, pre-occupancy, post-closing, loan monitoring, watchlist, delinquency and other meetings;
  • Refer troubled properties to Portfolio Risk Management group;
  • Perform additional duties as assigned.
