Commdex is seeking an experienced Project Manager to lead the implementation of Giant Voice (GVS) and other emergency mass notification systems (MNS) on military installations. This role owns project delivery from award through closeout — coordinating design, installation, integration, testing, and commissioning of outdoor warning and emergency notification infrastructure in accordance with federal contract requirements, DoD standards, and installation-specific security and safety protocols.
The ideal candidate combines strong federal project management fundamentals with direct, hands‑on experience delivering Giant Voice or comparable emergency notification systems for military or other federal customers.
- Serve as the primary point of contact for assigned Giant Voice/mass notification system implementation projects, managing scope, schedule, budget, and risk from kickoff through final acceptance.
- Develop and maintain integrated master schedules, work breakdown structures, and project management plans in compliance with federal contracting requirements (FAR/DFARS as applicable) and contract‑specific performance work statements.
- Coordinate site surveys, engineering design reviews, and installation planning with subcontractors, engineers, and installation stakeholders (Directorate of Public Works, Force Protection, Fire & Emergency Services, IT/NEC, and Emergency Managers).
- Manage on‑site installation teams and subcontractors to ensure Giant Voice speaker arrays, controllers, network integration, and interoperability with existing emergency notification and mass warning systems are delivered on time, within budget, and to specification.
- Ensure all work complies with applicable DoD Unified Facilities Criteria (UFC), Installation Emergency Management (IEM) requirements, cybersecurity/RMF requirements for connected systems, and physical security/access control procedures for work on military installations.
- Manage system testing, commissioning, and government acceptance activities, including coordination of interoperable emergency notification tests and integration with AtHoc, Everbridge, or other agency‑standard alert and warning platforms.
- Track and report project status, financials (EVM as required), risks, and issues to Commdex leadership and government customers/COR/PM through regular status reports and reviews.
- Manage project documentation, including submittals, as-built drawings, test reports, training materials, and closeout documentation required for government acceptance.
- Ensure compliance with safety requirements (OSHA, USACE EM 385-1-1 where applicable) for personnel working on active military installations, including towers, rooftops, and other elevated or restricted-access work sites.
- Manage change orders, contract modifications, and government correspondence in coordination with contracts and program management staff.
- Coordinate installation access requirements, badging, base‑specific security procedures, and escort requirements for project personnel and subcontractors.
- Support proposal efforts, price‑to‑win activities, and past performance documentation for future Giant Voice and emergency notification opportunities as needed.
