Background: IRC Arizona operates Health, Safety, and Wellness programming across both the Phoenix and Tucson offices, addressing the health, safety, and stabilization needs of refugees, asylees, survivors of trafficking and torture, and other vulnerable populations. The Health Program addresses vulnerable populations' health needs through medical case management, health education, and public health interventions, working in collaboration with the healthcare sector, public health authorities, medical providers, facilities, universities, and community agencies.

The Safety & Wellness Department provides therapeutic services, asylum casework, survivor support, anti-trafficking and victim services, and case management for individuals with acute safety and stabilization needs.

As IRC Arizona continues to rebuild and adapt to changing refugee arrivals, an uncertain federal funding environment, and evolving community needs, there is a growing need for statewide coordination across these programs. Rather than operating independently across Phoenix and Tucson, IRC Arizona can strengthen its statewide impact through a unified Safety, Health, and Wellness strategy that aligns resources, expands partnerships, builds staff capacity, and improves outcomes for clients and communities in both offices.

Overview

The Senior Program Manager for Safety, Health & Wellness provides unified, statewide program oversight, staff supervision, partnership development, and grant maintenance for IRC Arizona's Health and Safety & Wellness programs across both Phoenix and Tucson. This position maintains service provision and contract compliance for Therapeutic Services, Asylum Casework, Survivors of Torture, Anti-Trafficking and Victim Services, the Arizona Asylum Network, Preferred Communities, medical case management (Program Initial Resettlement, Matching Grant, and Refugee Support Services), and public health and health literacy programming.

This position builds a shared statewide strategy that strengthens program quality, expands partnerships and diversified funding, and coordinates growth and shared learning across both offices, while preserving the ability of each office to respond to its community's distinct needs.

Major Responsibilities Statewide Strategy & Coordination

Serve as IRC Arizona's statewide point of coordination for Health and Safety & Wellness programming, aligning strategy, tools, and resources across Phoenix and Tucson without centralizing day-to-day office operations. Identify statewide and office-specific program priorities and support leadership in decisions about program investment, expansion, consolidation, or redesign. Create a shared framework for collaboration and shared program standards that promote consistency and quality while preserving local flexibility.
