POSITION PROFILE:

The Prevention Specialist is responsible for developing and providing ongoing support for community outreach efforts related to the Policy Research Center for Tobacco and the Environment. This position provides technical assistance and support to community partners to promote and implement research initiatives and an environmental systems approach to addressing alcohol, tobacco, and other drug (ATOD) use. Outgoing community engagement and flexibility required.

Availability to work occasional Saturdays is required.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

• Develop, implement, and evaluate capacity-building, prevention, and evidence-based strategies addressing ATOD, public health, and crime prevention among youth, young adults, and community members.
• Recruit, train, and engage community health workers/promotoras, credible messengers, schools, government agencies, nonprofits, grassroots organizations, and other community stakeholders to build partnerships and support program goals.
• Research, identify, and implement evidence-based programs and practices that address the needs of priority populations and under-resource communities throughout San Diego County.
• Guide community-based planning efforts to reduce ATOD and or public health concerns to implement focused strategies with specific policy goals and objectives.
• Attend and provide public comment at City Council, committee, coalition, and other public meetings; participate in networking and community engagement events requiring in-person presence; and represent program priorities with community and policy partners.
• Research and maintain resources and opportunities in San Diego County, including a comprehensive nonprofit directory and countywide community event calendar, to identify potential partners, outreach opportunities, and prevention education activities.
• Develop and sustain community-based collaborations with grassroots partners, credible messengers, and key stakeholders to achieve program goals, outcomes, and policy objectives.

QUALIFICATIONS (Education, Experience and Certifications):

• Bachelor’s degree in Public Administration, Psychology, Public Health, Education, Social Work, Business, or related field.
• Minimum 1 year of relevant leadership experience in providing prevention services in a community setting.
• At least one (1) year of prevention services experience to include one (1) or more ATOD-related and/or public health prevention campaigns.
• Possess general knowledge of multi-system collaboration to affect organizational and systems changes to reduce the harm and negative impact of ATOD and or related public health conditions or problems.
• Knowledge of the principles and application of environmental strategies that advance policy-based prevention approaches to reduce ATOD related problems.

KNOWLEDGE, SKILLS AND ABILITIES:

• Experience with alcohol, tobacco, and drug issues, environmental prevention, and community development.
• Knowledge of collective impact model and related frameworks to address drug use at the community level.
• Knowledge of the factors that increase the risk of substance abuse and the factors that minimize the risk of substance use.
• Strong written and oral communication skills to include public speaking and presentation.
• Bilingual Spanish and English (strongly preferred).
• Experience working effectively with community health development, and empowerment agencies; diverse cultures and populations, and collaborative environments.
• Have access to reliable transportation and willing to use it for job related tasks, including transporting community members and youth.
