DEFINITION

Under direction, the Occupational Safety Specialist supports agency-wide compliance with federal, state, and OSHA/CAL‑OSHA regulations. The role assists in the delivery and documentation of safety training, supports safety committees, conducts safety‑related data review, and coordinates aspects of Workers’ Compensation, ergonomic assessments, and workplace safety investigations. This position plays a critical role in maintaining a safe and compliant working environment across the Authority.

ESSENTIAL FUNCTIONS

  • Assist departments with safety training in accordance with CAL‑OSHA requirements and maintain documentation and training records; and
  • Compile and analyze accident reports and safety‑related incident data to identify trends, hazards, and risk exposures; and
  • Assist with the setup and monitoring of Workers’ Compensation claims by coordinating with claims examiners and medical providers; track ergonomic assessment requests and equipment procurement; and
  • Participate in preliminary or follow‑up fact‑finding related to workplace incidents when needed; and
  • Maintain safety records, logs, and reports consistent with regulatory and agency standards; and
  • Respond to safety‑related inquiries from departments and provide guidance based on OSHA/CAL‑OSHA standards; and
  • Support implementation of safety initiatives, training campaigns, and communication strategies that enhance workplace safety; and
  • Assist in developing and maintaining documentation such as safety procedures, meeting minutes, checklists, and compliance records.

MARGINAL FUNCTIONS

  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education:
Associate’s degree in a related field AND 4 years of progressively responsible experience in occupational safety, Environmental Health & Safety, risk management, emergency management, or related areas

Or a bachelor's degree in occupational safety, environmental health, risk management, public administration, industrial hygiene, emergency management or related field and 2 years of experience.

Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese and/or Spanish are a plus.

Equivalent combinations of education and experience will be considered.

Licenses/Certifications:

  • Safety certifications (e.g., OSHA 30, ASP, CSP) are desirable.
  • Valid California driver’s license and insurable driving record.

KNOWLEDGE AND SKILLS

Knowledge of:

  • OSHA and CAL‑OSHA safety standards and compliance requirements; and
  • Workplace safety practices and hazard identification techniques; and
  • Accident reporting, investigation, and documentation procedures; and
  • Workers’ Compensation processes and ergonomic assessment basics; and
  • Methods of research, data collection, and analysis related to safety performance; and
  • Understanding of project life cycle phases (initiation, planning, execution, monitoring, closing); and
  • Resource planning and allocation; and
  • Strong risk identification, assessment, and mitigation planning; and
  • Safety training delivery methods and adult learning considerations.

Ability to:

  • Interpret and apply safety regulations and organizational safety policies; and
  • Collect, track, and analyze safety and incident data; and
  • Assist with the delivery and coordination of safety training; and
  • Define project scope, goals, deliverables, and success criteria across multiple departments; and
  • Prepare clear and accurate reports and documentation; and
  • Communicate and collaborate effectively with staff, management, and external partners; and
  • Oversee emergency plans and run necessary simulations; and
  • Develop and lead safety workshops; and
  • Make sound recommendations based on safety observations and data; and
  • Maintain accurate safety documentation and records.
