Help Build the Future of Our Community

The City is seeking an experienced, collaborative, and highly organized Development Services Project Manager to help advance development projects that support the City's economic development objectives.

The Development Services Project Manager serves as the operational and project management partner to the Economic Development Advocate (EDA), coordinating development project logistics, facilitating collaboration across City departments, administering development-related programs, and providing technical support throughout the development process.

This position plays a key role in helping development projects move efficiently from initial inquiry through completion while ensuring developers, property owners, businesses, and community partners receive timely, accurate, and professional service.

What You'll Do:

Project Management

  • Manage assigned development projects from initial inquiry through completion, coordinating schedules, milestones, activities, and stakeholder communication.
  • Serve as a primary project-management resource for development initiatives and provide technical guidance regarding City development processes.
  • Monitor project schedules and development-review timelines, identifying potential issues and coordinating solutions.
  • Maintain project documentation, status reports, and related records.

Economic Development & Redevelopment Support

  • Support retail and commercial recruitment initiatives in collaboration with the Economic Development Advocate.
  • Administer redevelopment agreements, incentive programs, and other development-related initiatives.
  • Maintain inventories of available commercial properties and development sites, as well as demographic, market, and broker information.
  • Research market conditions, commercial development opportunities, retail gaps, and economic trends.
  • Prepare presentations, reports, technical materials, and informational resources used to promote development opportunities to developers, investors, site selectors, businesses, and community stakeholders.

Development Review & Interdepartmental Coordination

  • Coordinate development-review activities among Planning, Public Works, Fire, Legal, Engineering, and other City departments.
  • Facilitate communication between departments to promote timely and coordinated project review.
  • Provide planning-related technical support involving development applications, zoning information, site readiness, annexation planning, and development-review processes.
  • Coordinate meetings, project review groups, and cross-functional teams associated with development projects.
  • Assist with materials related to redevelopment agreements, project feasibility reviews, and development recommendations.

Communication, Research & Reporting

  • Serve as a point of contact for developers, consultants, property owners, and other stakeholders regarding project status and City development processes.
  • Research and prepare reports, presentations, correspondence, and other materials supporting Development Services initiatives.
  • Maintain accurate project records and development databases.
  • Identify opportunities to improve development processes, interdepartmental coordination, and customer service.

What We're Looking For:

Education & Experience

  • Bachelor's degree in Urban Planning, Economic Development, Public Administration, Business Administration, or a closely related field.
  • Three (3) to five (5) years of progressively responsible experience in project management, economic development, planning, development coordination, redevelopment, or a related municipal field.
  • An equivalent combination of education and experience providing the required knowledge, skills, and abilities may be considered.

Required Certification

  • Lean Six Sigma Green Belt.

Preferred Qualifications

  • Lean Six Sigma Black Belt.
  • PHR, SPHR, SHRM, or other recognized human resources certification.
  • Certified Compensation Professional (CCP).
  • Certified Employee Benefits Specialist (CEBS).
  • Certified Benefits Professional (CBP).
  • IPMA-HR certification.
  • Experience working in an Illinois municipal government environment.
