** Description of Work
** The Analyst serves as the study biologist for the federal aid grant study  North Carolina Commercial Statistics System Enhancement,  funded by the Atlantic Coast Fisheries Cooperative Management Act. The primary purpose of this position is to enhance the dissemination, processing, and availability of commercial fishery harvest and effort statistics collected under the North Carolina Trip Ticket Program. The Biologist conducts need assessments;

program design; system development and implementation; database and system documentation; data analyses and compilation using SAS, R, and SQL. The Biologist must be able to complete complicated analytical tasks in a timely manner. The Biologist must also be able to modify pre-existing code and be able to create new code for various analytical tasks. The Biologist will use the division's Fisheries Information Network (FIN) and represent the division on technical issues before division, state, and interstate committees on fisheries issues.

The Biologist will write various technical reports, will serve as the lead advisor of North Carolina's commercial fisheries data for state fisheries management plans, assist software developers in the development of FIN and enhance electronic reporting. The Biologist will also work with the Atlantic Coastal Cooperative Statistics Program (ACCSP) staff to facilitate data transmissions and to coordinate data edits and will be responsible in updating mapping tables and for transmitting data to the ACCSP through the DMF ACCSP data portal.

The Biologist will also serve on various state FMP committees and federal stock assessment committees, such as SEDAR. The Biologist will also assist the quota monitoring program, which includes the eel pot monitoring program, with data analysis, data verification, and data editing. The candidate for this position should also have strong oral and written communication skills to effectively communicate with the public and colleagues.

The candidate will also assist in any future initiatives such as assistance programs, grant development, analytical projects, hosting interns and other such activities. The candidate must also be able to work in a dynamic and team environment. The Biologist must also be knowledgeable of commercial fisheries that occur in North Carolina.
