Qualifications

A high school diploma or equivalency, five (5) years of experience in corrections or criminal field, two (2) years of experience as a supervisor in a correctional environment, and completion of PA Department of Corrections Basic Training are required.

License(s) and Certificate(s):
  • A valid driver’s license

Special Requirements

Receiving and Discharging Operations:

The Records Lieutenant is responsible for all functions of the department including the receiving and discharging of inmates, physical processing, prevention of contraband introduction, identification, coordinating, scheduling the movement and transfer of inmates, ensures all booking and release procedures are properly performed, monitors all court and magistrate admissions and sentencing information to ensure housing arrangements are made and admission and releasing instructions are followed.

Inmate Record Maintenance The Records Lieutenant is responsible for ensuring the legality of an inmate’s admission and release; computation of various sentences in order to establish an inmate’s lawful release date; establishing and maintaining a “Records Control System” to effect the release of inmates on the proper date; monitoring the status of contract inmates; determining and verifying outstanding charges from other agencies/jurisdictions and coordinating the placement of detainers;

arranging the release of inmates to other jurisdictions upon completion of their sentences or for their temporary release from court appearances; responding to requests for records and coordinating the inmate classification process.

Communicates:

The Records Lieutenant communicates orally and in writing to management, staff, the public, inmates, and other professionals. It is necessary to write reports, complete forms, review booking procedures and documentation for completeness and accuracy. The Lieutenant also instructs staff and inmates explaining policy and procedure; coordinates with other Wayne County components and departments and outside contacts, fostering good public relations and responds appropriately to all complaints and inquiries;

reviews all court orders and ensures appropriate personnel are notified of court orders pertaining to their area of responsibility and follows up to ensure court ordered instructions are carried out appropriately.

Maintains Security of the Institution:

The Records Lieutenant follows security procedures; is able to perform the duties of all correctional posts and assume correctional posts when required; responds to emergencies, may carry and use a firearm; monitors inmates and inmate activities; reports signs of disorder and abnormal behavior; controls inmates, physically when necessary; in order to protect life and property; operates security equipment; prevents fights, assaults, disturbances, and escapes;
