Role Snapshot

We are seeking an experienced Port Facility Security Officer (PFSO) Manager to lead and coordinate security operations for an active maritime terminal facility. Reporting directly to the General Manager, this role is responsible for maintaining a safe, secure, and compliant environment while ensuring adherence to the International Ship and Port Facility Security (ISPS) Code, MARSEC requirements, and applicable U.S. maritime security regulations.

The PFSO Manager will oversee the facility’s contracted security provider, maintain the Facility Security Plan, coordinate with regulatory and law enforcement agencies, and lead security preparedness, incident response, and continuous improvement initiatives.

About the Opportunity

This is a highly visible operational leadership role requiring close coordination across terminal operations, vessel personnel, security vendors, port authorities, the U.S. Coast Guard, and law enforcement agencies.

The ideal candidate brings strong maritime or transportation security experience, understands the regulatory requirements surrounding port facilities, and is comfortable managing both day-to-day security operations and emergency response. This individual will serve as the primary security point of contact for the facility and will play an important role in protecting guests, employees, vessels, and terminal assets.

Key Responsibilities

• Serve as the designated Port Facility Security Officer (PFSO) and maintain compliance with ISPS Code, MARSEC, and applicable port security requirements.
• Develop, implement, maintain, and regularly review the facility’s approved Facility Security Plan (FSP).
• Oversee the contracted security provider and ensure compliance with contractual requirements, service expectations, staffing standards, and security protocols.
• Coordinate security staffing levels, schedules, post assignments, and coverage requirements with the third-party security provider.
• Conduct security audits, inspections, briefings, and risk assessments to identify vulnerabilities and ensure adherence to established procedures.
• Oversee security systems and programs, including CCTV, access control, credentialing, and electronic surveillance.
• Serve as the primary security liaison with the U.S. Coast Guard, port authorities, law enforcement agencies, vessel security officers, and other regulatory stakeholders.
• Lead security incident response and investigations, including documentation, reporting, follow-up, and corrective actions.
• Plan and conduct required security drills and exercises to evaluate facility preparedness and maintain regulatory compliance.
• Monitor vendor performance and recommend improvements to security operations, staffing, procedures, and technology.
• Provide regular security updates, incident reports, risk assessments, and recommendations to the General Manager.
• Partner closely with the Facilities & Assets Manager/Deputy PFSO to align operational, safety, and security priorities.
• Develop, communicate, and enforce security policies, procedures, training, and emergency response protocols.
• Promote a culture of safety, preparedness, accountability, and continuous improvement throughout terminal operations.

Qualifications

• Minimum of 5 years of security management experience, preferably within maritime, port, transportation, cruise, aviation, logistics, or industrial environments.
• Strong working knowledge of the ISPS Code, MARSEC levels, Facility Security Plans, and maritime security regulations.
