Power Lineman - 3 rd year Apprentice / Journey

Ephraim City is accepting applications for a Power Lineman - 3rd year Apprentice / Journey in the Power Department.

The position performs skilled and progressively responsible work in the construction, maintenance, repair, and operation of the City's overhead and underground electric distribution system.

Journey Power Lineman preferred; however, applicants at 3 rd year apprentice levels are encouraged to apply. Apprentice placement and compensation will be based on verified IPSA apprenticeship standing, training, experience, and the City's established wage schedule.

  • High school diploma or equivalent.
  • Valid driver's license.
  • Apprentice candidates must participate and progress in the City-recognized IPSA apprenticeship program.
  • Apprentice candidates must obtain the required CDL within six months of hire.
  • Journey candidates must possess recognized Journey Power Lineman qualifications and the required CDL.
  • Must be willing to participate in on-call and emergency response assignments.

GENERAL PURPOSE

  • Performs skilled and progressively responsible technical duties associated with the construction, operation, maintenance, repair, and improvement of Ephraim City's electric power distribution system, including overhead and underground facilities, substations, transformers, conductors, metering equipment, street lighting, and related utility infrastructure.
  • This classification may be filled at the Apprentice Power Lineman or Journey Power Lineman level, depending upon the applicant’s verified education, training, apprenticeship standing, experience, certifications, demonstrated competencies, and the operational needs of the City.
  • Employees appointed at the Apprentice level participate in and successfully progress through the City-recognized IPSA apprenticeship program or equivalent program, and perform duties consistent with their verified apprenticeship level, training, demonstrated competency, and authorization. Employees appointed at the Journey level are expected to independently perform the full range of journey-level line work and may provide technical direction, training, and oversight to apprentices and grounds personnel.

SUPERVISION RECEIVED

Apprentice: Works under the supervision of the Power Director and technical direction of a Journey or Lead Power Lineman.

Journey: Works under the general supervision of the Power Director and/or Lead Power Lineman and performs assigned work with greater independence.

SUPERVISION EXERCISED

Journey: May provide technical direction and training to apprentices, grounds personnel, and other assigned employees. This is consistent with the City's current Journey Power Lineman description.

ESSENTIAL FUNCTIONS

  • Constructs, installs, maintains, and repairs overhead and underground electric distribution systems.
  • Installs and maintains poles, conductors, transformers, meters, switches, insulators, underground cable, and related equipment.
  • Climbs poles and works from aerial devices, trenches, vaults, and other utility work areas.
  • Operates bucket trucks, line trucks, digger derricks, backhoes, and other authorized equipment.
  • Performs or assists with system inspections, testing, troubleshooting, line locating, substations, and electric service connections.
  • Responds to outages and emergencies and assists with restoration of electric service.
  • Uses and maintains line-working tools, vehicles, equipment, and personal protective equipment.
  • Performs tree trimming and removes obstructions affecting electric facilities.
  • Maintains required work, training, equipment, and operational records.
  • Participates in safety meetings, job briefings, on-call assignments, and required training.
  • Communicates professionally with customers, coworkers, contractors, and the public.
  • Performs other related duties as assigned.

These duties consolidate the overlapping functions already contained in the City's Apprentice and Journey descriptions.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of electric distribution systems, equipment, materials, safety practices, and utility operations appropriate to the employee's assigned level.

Skill in safely using line-working tools, vehicles, equipment, and personal protective equipment.

Ability to follow procedures, recognize hazards, work safely around electrical facilities, communicate effectively, maintain records, respond to emergencies, and successfully complete required training and certifications.

WORK ENVIRONMENT

Work is primarily performed outdoors and may involve exposure to adverse weather, heights, traffic, construction areas, confined spaces, energized electrical systems, moving equipment, and other hazards associated with electric utility operations.
